November 2011 met with the top executivedirectors of the United Nations World Tourism Organization in Madrid for a briefing session on his role as the new chair of the UN tourism body with its headquarters inMadrid, Spain. The Hon. Minister who is on official tourism promotion activities inEurope, was briefed by all the heads of the various arms of the UNWTO on theoperations and the current programmes that the UN tourism body is currently pursuing.The Minister was accompanied to the meeting by the Kenyan Ambassador to Spain HEBramwel Kisuya and other Tourism Officials.Since Kenya was elected as the Chair of the UNWTO Executive Council last month inKorea, Hon. Balala has been in wide consultation with the other member countriesministers and the ministers are in agreement on some indicative global tourism priorityareas for the next one year. During his briefing meeting with the top directors at theUNWTO, Hon. Balala highlighted some of these priority areas.When the Ministers met at the World Travel market in London on 9
th
November 2011, theyagreed that travel facilitation is key to the growth of tourism sector. As the globaltourism volumes hits the 1 billion tourists next year, introduction of electronic visa (e-visa) at a global level would ease travel and stimulate growth within the tourism and travelsector. This is because the process of visa application, processing and issuance hasbeen a considerable disincentive to travelers around the world and has a direct impact on the number of travellers around the world. Another emerging priority area is the introduction of unilateral and unfair taxes indeveloped countries under the guise of environmental protection – a specific case being the air passenger duty - in the United Kingdom. Initially it was touted as a measureaimed at curbing climate change, but is becoming rather clear that the tax is never usedfor the purpose it was intended to achieve.
