Thisweek'sdemonstrationinGlasgowshowsthatthereistremendousangeramongworkingclasspeopleathavingtopaythepolltax.
If
thatangerwasorganisedaroundafewbasicprincipleswecouldstillstoptheToriesintheirtracks.
1.
BreakthelawWewillneverstopthepolltaxunlesswearepreparedtobreakthelaw.TheTorieshaveshowntheymeanbusinessbygivingpolltaxbailiffsnewcourtpowerstosqueezethelastpennyoutofus.Theyhavealsomadesurethatanyeffectiveprotestagainstthetaxisillegal.Onlyanupfrontcampaignofnon-implementationwillforcethegovernmenttobackdown.2.AworkingclasscampaignTheonlyeffectiv.ecampaignwillbeoneorganisedbythepeoplewhostandtosuffermostfromthepolltax:theworkingclass.TheofficialoppositiontothetaxhaslookedtoLabourcouncilsandunionleaderstoleadthefjght.Buttheyhavealreadyprovedthattheyarereadyandwillingtocooperatewiththelaw.Weonlystandachanceifwetakecontrolofthecampaignourselvesandorganisewhateveractionisnecessarytowin.
3.Organisecollectiveresistance
ManypeopleinEnglandhavefollowedtheexampleofthoseinScotlandwhoburnedtheirregistrationformsorfilledtheminincorrectly.Butasisolatedindividualswearepowerless.TheTorieswillsendinthebailiffsandhaulusupincourt.TheonlywaytostoptheToriesisthrough

resistance.Peoplewhowanttofightthepolltaxshould

gettogetherintheirownareastoagreeonacollectiveresponse.Ifweacttogetherwecanmaximiseourimpact.

4.Anon-implementationcampaignThepeoplewiththepowertostopthepolltaxarecouncilworkers.AcrossScotiand,EnglandandWaleslocalcouncilsareemployingworkerstoprocessforms,operatecomputersandactassnoopers.Ifcouncilworkersrefusedtocooperatethetax-collectingmachinerywouldgrindtoahalt.Councilemployeesshouldboycottallworktodowiththepolltax..Weshoulddemandtheredeploymentofpolltaxworkersintodepartmentsthatareunderstaffed.Andwemustensurethatcouncilscannotvictimiseworkerswhorefusetoactaspolltaxscabs.5.AunitedcampaignThebestwaytopreventcouncilworkersfrombeingvictimisedandtaxdefaultersfrombeingfinedisbyorganisingaunitedcampaignacrossthewholecommunity.Withincouncilswemustorganiseacrossdepartments

thepast45years.Thaistablepost-warframeworkisnowthreatenedbytheupheavalsinEasternEurope.ThestatusofEastGermanyisnolongerassuredasthecrisisofStalinistrulethereputsthequestionofreunificationfirmlyonthepoliticalagenda.TheconstantreassuranceswhichtheWesternpowershave.giveJltotheSovietUnionreflecttheirowninsecuritiesabouttbefuturemorethananythingelse.ThepoliticalcrisisinEastGermanyhasgen-eratedmorefearsaboutthedislocationoftheworldorderthananyotherclltadysmichappening
in
EasternEurope.This

resolved

Whatiss~rikingabouttheEasl.GermancdsisisthecautiousresponseoftheWestGetmangovemmenf.ChaneellorHelmutKohlhashandledthewholebusinessverycarefully.reassuringthesuperpowersEastandWesttbattheycanrelyonhimnottodoanythingrash.Gi~enthe.tremendousopportunitiesthatitwouldopenupforWestGermanClIpitalism,anybodywouldhaveexpectedabitmoreenthusiasmfromBonnattheprospectofreunification.ThehesitantresponsefromtheFederalRepublicsuggeststhatmatteI'Saresomewhatmorecomplicated.Abigproblemraisedbythequestionofreuni-ficationisthelegitimacyoftheWestGermanstate.BecauseofitsNazipastfheGermancapitalistclassfacesapermanentcrisisoflegitimacy.
It
cannotappealtohistoryortraditionornationalisminordertolegitimiseitsrule.Asastatewithoutapast,WestGermanyhasreliedonanti-communismandtheColdWartojustifyitsexistence.Inotherwords,thestateonlyhasanylegitimacyinrelationtothediscreditedalternativeofStalinisminEastGermany.BecauseBonnreliesonpartitionforitslegitimacy,theissueofreunificationisnotsostraightforward.OfcourseintheorytheWestGermanbourgeoisiewouldlikenothingbetterthantoreapthebenefitsofaunifiedGermany.Atthesametime,Bonnrecog-nisesthatanyprecipitatemovetowardsreunificationwouldincurthewrathontsWesternallies.AndWestGermanyhasalottolosebybreakingwithitsAmericanmentorandothereconomicpartners.Inaddition,anysteplowa~d$GermanlUlitywoulddestabili8ethesituation8thomeandabroad.Thethreattotheinternationalorderposed

tryingtotaketlieheatoutofthesituation,theyseemtohavesetouttobedeliberatelyprovocative.Governmentministershavegoneoutoftheirwaytosmeartheambulanceworkersas
little
betterthancommoncriminals.Justbeforehesentthetroopsin,healthsecretaryKennethClarkeclaimedthatambu-lancecrewswere'posturingandpretending':'Ihavenodoubtthattheyaresittingaroundforphotocalls',heto.1dparliament,'pretendingtheyarepreparedtoprovideanaccidentandemergencyservice.Thetruthistheyarenot'.Twodayslaterduringanemergencydebateonthedispute,MargaretThatchertoldthehouseofcommonsthatambulanceworkershadnorighttotakeactionagainstthe'il]andtheinfirm'.ThisweekClarkedismissedsuggestionsthatambulanceworkersshouldgetpaidmore,claimingthatmostsimplyprovided'aglorifiedtaxiserviceforoldladies'.Inamovecalculatedtoraisethetemperatureofthedispute,Clarkeinsistedthattalkswouldnotbereopeneduntilfull999serviceswererestoredin

Dangerousgame
It
mayseemcrassineptitudeonthepartoftheToriestobesoprovocativeatatimewhentheyfacesomanyotherproblems,especiallyinadisputeinwhichpublicsympathyisclearlyonthesidcorambulanceworkers.Butinmanywaysthegovernmenthasnootheroption.ThestrategyorrespondingtoaproblembyraisingthestakesissoingrainedthattheToriesrinditdirficulttodootherwiseeveninasituationwhereamorecautiousapproachmaybethewisercounsel.InanycasetheTorieshavelittlealternativetotheiruncornpromising'strategy.Iftheyweretoconcedeto

thedemandsoftheambulanceworkers,itwouldopenthefloodgatestootherclaims.The800()()()workersintheNHS,whohavebeenforcedtosettleforaround6.5percent,woulddemandparity.AndiftheTorieswereseentobackdowninonedisputeitwouldincreasetheresolveofworkersinotherdisputes.ThatiswhyKennethClarkehasbeensoadamantthathewillnotgiveaninch.TheToriesarealsoplayingadangerousgamebypoliticisingthedisputeinthisway.Giventhedeepunpopularityofthegovernment,theTorieswouldbe'inbigtroubleiftheirprovocativeapproachmetwithforcefulresistance.Allitwouldtaketoforcethegovernmentontothedefensivewould
be
adeterminedleadershipwhichcouldprovidealocusforpeople'sangeragainsttheTories.Unlortunately,suchleader-shiphasnotbeenforthcomingfromtheunions.Whilemanage1i1el1tand

Toneshavegoneoiltheoffensivefromthestartofthedispute,theunionshaveadoptedadefensivepostureandconcededgroundateveryturn.Insteadorstakingtheirclaimtoadecentpayrisefortheirmembers,theunionleadersemphasisedthattheywerewillingtoacceptthedecisionoftheofficialarbitrationandconciliationservice.Whenmanage-mentsuspendedambulancecrews,theunionbureau-cratsrespondedwithstuntslikehunger-strikesandvigils.Ratherthangoingall-outtobringmanagementtoitsknees,theunionbossespleadedfortheirmemberstobeallowedtoworkwithoutpay.AftertheToriesbroughtinthetroops,Nuperespondedbymakingconcessions.
It
ditchedallbutthreeofitsdemands:foranincreasedpayoffer,anautomaticpayformulaforfutureyearsandareturntoovertimepayment.Theuniondroppeditscallsforashorterworkingweek,moreholidaysandextrapayandholidaysforthosewithlongservice.ChiefunionnegotiatorRogerPoolemadeitclearthatanincreasedofferofaslittleasonepercentabovethccurrentofferof6.5percentwouldbeenough.
Imaginationandresolve
Bymakingconcessionsinthefaceorthegovern-ment'shardlinestance,theunionleaderscanonlyencouragetheToriestobrazenitout.Theaimoftheunionleadersistoappearreasonableandrespectableandtowinpublicsympathy.IButreasonablenessisnomatchloraruthlessallianceofemployersandgovernment.Andifpublicsympathywondisputes,theambulanceworkerswouldhavebeenhomeanddrytwomonthsago.Theonlywaytowinthedisputeisbytakingtherighttotheenemy.Ambulanceworkersshouldnotwaitfortheemployersandthegovernmenttomisethestakes:theyshouldgo
