The structure of the present Draft Atlas is based on a Conceptual Framework, comprising (1)Spatial and Environmental context; (2) Socio-Economic Context; (3) Infrastructure Systemsand Facilities; and (4) Institutional Context. Available data have been visualized as thematicmaps, diagrams, tables and pictures, and are presented with due reference to their sources of information. The Draft Atlas will serve as basis for a flood risk assessment, mapping out theflood hazards, the vulnerability to flooding, and the capacity to mitigate the impacts from flood-ing. The Draft Atlas will further serve as basis for identifying strategic options and developingstrategic directions for the development of a Coastal Defence Master Plan, which will be thelogical next step.The Atlas is a public document that is accessible as a printed book, on CD-Rom, and via Inter-net web site. The present Draft Atlas is still far from complete, and during the next few monthsthe presented information will be thoroughly checked and corrected, gaps will be identified andmissing information will be added. FOREWORD
The present Draft Atlas dated 31 January 2011 has been prepared in the framework of theJakarta Coastal Defence Strategy project (JCDS). This project is undertaken under the um-brella of bilateral cooperation between the Government of Indonesia (GOI) represented by theMinistry of Public Works as its Executing Agency, and the Government of The Netherlands(GON) represented by Partners for Water. A multi-disciplinary expert team of Deltares, UrbanSolutions, Witteveen en Bos, Triple-A Team, Pusair and ITB has been mobilized to providetechnical assistance. The project duration is from October 2010 to June 2011.Throughout the centuries Jakarta has suffered serious flooding. In recent years frequency andintensity of flooding has noticeably increased, affecting larger areas and claiming more casual-ties and damage. Based on extrapolation of current trends, such as land subsidence, risingseawater level, climate change and rapid urban growth the flooding problems are expected tobecome critical over the next decades for the northern part of Jakarta that now accommodatesover 4 million people. Hence the urgent need for effective, feasible and sustainable solutions.The purpose of the JCDS project is to set a strategic decision-making process into motion thatwill lead to effective, feasible and sustainable solutions. For this purpose the project aims atmaking a thorough diagnosis of the flood problems, at developing common perceptions amongstakeholders, experts and decision-makers, and at developing shared views on the availableoptions and broad consensus on strategic directions. For the purpose of supporting the deci-sion-making process the JCDS project applies the so-called Triple-A concept, comprising threepractical planning tools:ATLAS that systematically bundles relevant information from multiple sources,AGENDA that integrates existing and proposed plans from different stakeholders,ATURAN-MAIN (=Rules-of-the-game) that define the mechanisms for stakeholder participation in planning, investment and implementation.
