QUESTIONS PRESENTED
 1. Whether the United States Circuit Court of  Appeals for the Fourth Circuit erred when,contrary to well developed sovereign standinglaw in this Court and in other circuits, it becamethe first circuit to deny that a State of the Unionhas standing to defend its own code of laws.2. Whether the Fourth Circuit erred, and openeda circuit split, when it construed the VirginiaHealth Care Freedom Act contrary to theconstruction placed upon it by the chief lawofficer of the Commonwealth of Virginia byholding it to be merely symbolic and thereforenot a real law capable of giving rise to asovereign injury, basing this holding in partupon a misreading of the Virginia Constitutionand Acts of the Assembly.3. Whether the Fourth Circuit erred when, contraryto definitive pronouncements of this Court andopinions of other circuits, it read the politicalquestion doctrine prong of 
 Massachusetts v. Mellon
 as having continued vitality so as to prevent aState from challenging an enactment of theUnited States on enumerated powers grounds.4. Whether the power claimed by Congress in thePatient Protection and Affordable Care Act(PPACA) to mandate that a citizen purchasea good or service from another citizen isunconstitutional because the claimed powerexceeds the outer limits of the Commerce Clauseeven as executed by the Necessary and ProperClause.
