Comercializarea de certificate de emisie de gaze cu efect de ser: Comisia aprob planurile naionale de alocare ale Romniei pentru anul 2007 i pentru perioada 2008-2012
Comisia European a adoptat astzi deciziile privind planurile naionale de alocare de certificate de emisii de dioxid de carbon (CO2) propuse de Romnia pentru 2007 i pentru perioada 2008-2012, n cadrul schemei de comercializare a certificatelor de emisii de gaze cu efect de ser a UE (EU ETS). Stat membru al Uniunii Europene ncepnd cu acest an, Romnia are obligaia ntocmirii unui plan de alocare pentru 2007 - ultimul an din cadrul primei perioade de comercializare - n plus fa de planul corespunztor celei de-a doua perioade de comercializare din cadrul schemei comunitare de comercializare a emisiilor de gaze cu efect de ser. Comisia a aprobat, pentru perioada 2008-2012, alocarea a 75.9 milioane de tone de emisii de CO2, adic cu 20.7% mai puin dect cantitatea propus de Romnia. Comisia a aprobat, de asemenea, modificrile la planul naional de alocare al Germaniei. Schema de comercializare a emisiilor garanteaz reducerea, cu cele mai sczute costuri din punct de vedere economic, a emisiilor de gaze cu efect de ser produse n sectoarele energetic i n cel industrial, ajutnd astfel Uniunea European i statele membre s i ndeplineasc angajamentele asumate n temeiul Protocolului de la Kyoto. Comisarul pentru Mediu, dl. Stavros Dimas, a declarat: Deciziile de astzi ncununeaz procesul de evaluare a planurilor naionale de alocare corespunztoare celei de-a doua perioade din cadrul schemei. n acest moment, am stabilit plafonul european pentru perioada cuprins ntre 2008 i 2012 la 2.08 miliarde tone de emisii anual, ceea ce reprezint o scdere cu 10% a numrului de certificate de emisii alocate n prima perioad. Astfel, am reuit s garantm o pia solid de comercializare a certificatelor de emisii i reduceri reale ale emisiilor, care vor reprezenta o contribuie important pentru ndeplinirea obiectivului de la Kyoto.
Evaluarea planurilor naionale de alocare

Dup deciziile Comisiei din noiembrie 2006, ianuarie 2007, februarie, martie, aprilie, mai, iunie, iulie, august i octombrie 2007 (IP/06/1650, IP/07/51, IP/07/136, IP/07/247, IP/07/412, IP/07/415, IP/07/459, IP/07/501, IP/07/613, IP/07/667, IP/07/749, IP/07/1131, IP/07/1274, IP/07/1566), planul Romniei este cel de 26-lea plan naional de alocare pentru perioada 2008-2012 evaluat de ctre Comisie. Planurile naionale de alocare stabilesc, pentru fiecare stat membru, plafonul sau limita din cantitatea total de CO2 pe care instalaiile care intr sub incidena schemei de comercializare a certificatelor de emisii de gaze cu efect de ser le pot emite, preciznd numrul exact de certificate de emisii pe care le primete fiecare dintre acestea.

Comisia este responsabil de evaluarea planurilor naionale de alocare propuse de statele membre, examinnd compatibilitatea acestora cu 12 criterii, enumerate n directiva privind comercializarea emisiilor. Comisia poate accepta planurile naionale de alocare integral sau parial. Criteriile de evaluare urmresc, printre altele, s garanteze c planurile de alocare sunt compatibile cu (a) posibilitatea ndeplinirii de ctre UE i statele membre a angajamentelor asumate la Kyoto, (b) datele, verificate de un organism independent, cu privire la cantitatea de emisii nregistrate n rapoartele anuale ale Comisiei asupra progreselor nregistrate i (c) potenialul tehnologic de reducere a emisiilor. Alte criterii de evaluare privesc nediscriminarea, normele UE n materie de concuren i de ajutoare de stat, precum i anumite aspecte tehnice. n acest scop, Comisia solicit modificarea planurilor naionale de alocare ale Romniei, astfel:
n ceea ce privete planul naional de alocare pentru anul 2007

Nu se pot aloca mai mult de 74.8milioane de certificate. Trebuie eliminate anumite ajustri ex-post prevzute.

n ceea ce privete planul naional de alocare pentru perioada 2008-2012

Nu se pot aloca mai mult de 75.9 milioane de certificate anual. Cantitatea total de certificate trebuie s includ o rezerv pentru creditele care urmeaz s fie eliberate pentru proiecte care vizeaz reducerea emisiilor n instalaiile romneti care intr sub incidena schemei de comercializare a emisiilor, derulate n temeiul mecanismului de implementare n comun prevzut de Protocolul de la Kyoto. Certificatele alocate instalaiilor care desfoar activitile n cauz trebuie reduse n mod corespunztor. - Trebuie eliminate anumite ajustri ex-post prevzute.

Modificri la planurile naionale de alocare evaluate de ctre Comisie: Germania

Comisia a luat, de asemenea, o decizie privind modificrile aduse planului naional de alocare al Germaniei. Germania, alturi de Irlanda, Letonia, Lituania, Luxemburg, Slovacia i Suedia au propus modificri la planurile naionale de alocare ulterior evalurii efectuate de ctre Comisie, n noiembrie 2006, ns nainte de termenullimit pentru prezentarea acestora, 31 decembrie 2006. Modificrile notificate de Irlanda, Letonia, Lituania, Luxemburg i Suedia au fost evaluate n iulie 2007, n timp ce, n cazul Slovaciei, procesul de evaluare este nc n derulare. Germania a propus, printre altele, creterea cantitii maxime globale de reduceri de emisii certificate (CER) i de uniti de reducere a emisiilor (ERU) care pot fi utilizate de operatori n cadrul schemei de comercializare, pn la un procent de 20%. Comisia a fost de acord cu acordarea acestei cantiti, exprimat sub forma unui procent care atinge 22% din numrul de certificate alocate cu titlu neoneros fiecrei instalaii.

The figures indicated in this column comprise emissions in installations that come under the coverage of the scheme in 2008 to 2012 due to an extended scope applied by the Member State and do not include new installations entering the scheme in sectors already covered in the first trading period. The JI/CDM limit is expressed as a percentage of the member states cap and indicates the maximum extent to which companies may surrender JI or CDM credits instead of EU ETS allowances to cover their emissions. These credits are generated by emissionsaving projects carried out in third countries under the Kyoto Protocols project-based flexible mechanisms, known as Joint Implementation (JI) and the Clean Development Mechanism (CDM). Including installations which Belgium opted to exclude temporarily from the scheme in 2005 The German national allocation law contains a figure of 22 %, which relates to the allowances allocated free of charge, rather than the total cap. Italy has to include further installations. The amount of additional emissions is not known at this stage.

Due to Romania's recent accession to the EU, this figure is not independently verified. Additional installations and emissions of over 6 million tonnes are already included as of 2006. Verified emissions for 2005 do not include installations which the UK opted to exclude temporarily from the scheme in 2005 but which will be covered in 2008 to 2012 and are estimated to amount to some 30 Mt.
