OFFICE MEMORANDUMSubject: Constitution of working group on Disease Burden(Communicable and non-communicable diseases) for theformulation of the Twelfth Five Year Plan (2012-2017)
With a view to formulate the Twelfth Five Year Plan (2012-2017) for theHealth Sector, it has been decided to constitute a Working Group on Disease Burdenwith sub groups on Communicable Diseases and Non-communicable Diseases forthe formulation of the Twelfth Five Year Plan (2012-2017) under the Chairmanship of
Dr. R. K. Srivastava, DGHS, Ministry of Health and Family welfare, Governmentof India.
The composition and the terms of reference of the Working group would beas follows:

I. To document the burden and trend of communicable diseases includingemerging and re-emerging infectious diseases in IndiaII. To review the achievement of ongoing major communicable disease controlprogrammes their target and suggests corrective measures to improve theirimplementation in the 12
th
Plan.III. To suggest introduction of new programmes/ continuation of existingprogrammes for control of communicable diseases and modificationsrequired, if any, in the 12
th
Five Year Plan on the basis of 1& 2 above alongwith detailed budget for each programme.IV. To review the current system of monitoring and evaluation of the existingcommunicable disease control programmes and suggest measures to makethe system more effectiveV. To suggest mechanisms of partnership with mother NGOs/privatesector/community/local self government in implementation and monitoring ofthe health programmes proposed in the 12
th
Plan.VI. To review the current status of HMIS in terms of its quality and utilization andpropose to develop it into an effective system during the 12
th
Plan forproviding reliable and updated data base for communicable diseases.VII. To review the functioning Integrated Disease Surveillance Programme interms of its effectiveness in strengthening surveillance for picking up earlywarning signals of outbreaks and institution of appropriate control measures ina timely manner, identify gaps and suggest measures to strengthen thesurveillance system for prevention and control of communicable diseasesduring the 12
th
Plan.VIII. To review the status of implementation of International Health Regulations2005 in the country with special reference to public health response to varioustypes of public health emergencies of international concern and suggestmeasures to comply with requirements under IHR.
