1. PIPELINE LAYING 1.1 Scope This specification defines the installation requirements for pipelines installed in onshore areas. The work required under this specification includes the furnishing of all supervision, labor, materials, equipment, and services necessary for and reasonably incidental to the laying of the pipeline in a manner satisfactory to the COMPANY. 1.2 Codes and Standards The CONTRACTOR has the responsibilities of compliance with all the applicable regulations, codes, standards, and all specifications. In the event of any apparent conflict between this specification and any such applicable regulation, code or standard, or in the event of a disagreement concerning the requirements of any such applicable code, regulation or standard, the COMPANY shall have the right, but not the obligation, of interpreting the regulations, codes, standards, and specifications and their application to the work. The COMPANY's decision on any disputed interpretation shall be the final resolution of the dispute. The following specifications and standards are hereby incorporated by reference: 1. NAG 100, Normas Argentinas Mnimas de Seguridad para el Transporte y Distribucin de Gas Natural y otros Gases por Caeras. 2. NAG-PR-001, Gua de Prcticas Recomendadas para la Proteccin Ambiental durante la Construccin de Conductos para Gas y su Posterior Operacin. 3. U.S. Code of Federal Regulations, Title 49, Part 191, 192, (Latest Edition) Transportation of Natural and Other Gas by Pipeline 1.3 Equipment and Materials The work required under this specification includes the furnishing of all materials and equipment not expressly described as being furnished by the COMPANY necessary for and reasonably incidental to the laying of the pipeline in a ditch previously constructed to receive the pipeline. Immediately prior to laying operations the pipe shall be inspected by the COMPANY and CONTRACTOR for dents or other visible defects. All materials salvaged in conjunction with the work shall be cleaned and hauled to a designated COMPANY warehouse facility.

1.3.1

Lowering-In During pipe laying operations within the Cruz del Sur Terminal Plant, the CONTRACTOR shall take all necessary steps to ensure the safety of the existing installations, trough methods with prior approval of the COMPANY. A specific construction procedure for carrying out these tasks within the Terminal shall be submitted by the CONTRACTOR to the COMPANY, for its approval. For laying the pipe at the cliff area, the CONTRACTOR shall have the corresponding construction procedure in place, with prior approval by the COMPANY. Before proceeding with this task the CONTRACTOR shall make sure that the trench is levelled and free of any obstructions, loose material, soil slides, etc. If ditch breakers are required within the ditch, after laying the pipe, the ditch shall be consequently prepared (by additionally excavating the side walls and the bottom of the ditch). In no case shall coated pipe be lowered into the ditch until the ditch is free from rock, hard clods, or other objects which could damage the coating. No pipeline shall be lowered into the ditch until approval has been given by the COMPANY. Only slings made from canvas belting or similar materials shall be used in the lowering-in operation. The use of chains, cable, or rope shall not be permitted. An approved type holiday detector shall be used immediately behind the last lowering-in belt. The holiday detector shall be set to the voltage specified for the pipe coating protection. In case of damage to the pipe coating the damaged area shall be replaced or repaired in such a manner that the pipe coating is restored to a condition equal to or better than that of undamaged protection and to the satisfaction of the COMPANY. Slack shall be retained in the line as may be necessary, for bends to properly fit the ditch in their location and to prevent pushing the pipe ahead. All sag-bends shall fit hard to the bottom of the ditch and over bends riding high above the ditch bottom. Sections of coated pipe being tied into the line shall not be dragged or pulled into position, and the length of such sections shall be regulated to allow handling without damage to the coating. Pipelines constructed in marsh conditions using the "Push" method shall be adequately protected from the possibility of coating damage. At all points where the COMPANY deems it necessary, additional excavation shall be made around a valve and other fittings to allow the pipe to lie on the bottom of the ditch. Valve support shall be as specified in writing or on drawings by the COMPANY.

Pipe bending stresses within the elastic limits, to which the pipe is subjected during laying, shall be controlled at all times. The minimum radius of curvature relating to such stresses shall be determined by limiting the maximum allowable tensile stress to eighty-five (85) percent of the specified minimum yield strength (SMYS) of the pipe.

Closing Ends All open end sections of pipe shall be closed at all times when work is not in progress using "night-caps".

1.3.3

Inspection The CONTRACTOR shall make available to the COMPANY all portions of the pipe laying operation, so that each phase may be thoroughly inspected in accordance with the contract documents.
