A BILL
To require the Secretary of State to act on a permit forthe Keystone XL pipeline.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘North American En-
4
ergy Security Act’’.
5
SEC. 2. FINDINGS.
6
Congress finds that—
7
(1) United States overdependence on oil im-
8
ports from hostile or unstable regions—
9

(A) damages United States national secu-
1
rity, endangers the economy of the United
2
States, and puts the lives of military and civil-
3
ian personnel at risk; and
4
(B) ensures that access to oil imports
5
comes at tremendous taxpayer expense around
6
the world;
7
(2) the United States currently imports more
8
than half of the oil consumed by the United States
9
too often from countries that do not have the level
10
of environmental standards of Canada and the
11
United States and that are hostile to United States
12
interests or with political and economic instability 
13
that compromises supply security;
14
(3) while a significant portion of United States
15
oil imports are derived from allies such as Canada
16
and Mexico, the United States remains vulnerable to
17
substantial supply disruptions created by geopolitical
18
tumult in major oil-producing nations;
19
(4) strong increases in oil consumption in the
20
developing world outpace growth in conventional oil
21
supplies, bringing tight market conditions and high-
22
er oil prices in periods of global economic expansion
23
or when supplies are threatened;

(5) the development and delivery of oil from

Canada to the United States is in the national inter-
2
est of the United States to secure reliable oil sup-
3
plies to fill needs that are otherwise projected to be
4
filled by increases in imports from less secure and
5
reliable suppliers;
6
(6) secure and reliable trade with Canada com-
7
plements United States energy priorities to reduce
8
the overall need for foreign oil by expanding domes-
9
tic oil production, using alternative fuels from do-
10
mestic feedstocks, and encouraging vehicle innova-
11
tion;
12
(7) continued development of North American
13
energy resources, including Canadian oil, increases
14
the access of domestic refiners to stable and reliable
15
sources of crude oil and improves the certainty of 
16
fuel supply for the Department of Defense, the larg-
17
est consumer of petroleum in the United States;
18
(8)(A) Canada and the United States have the
19
largest 2-way trading relationship in the world;
20
(B) for every United States dollar spent on
21
products from Canada, including oil, 90 cents is re-
22
turned to the United States economy; and
23
(C) when the same metrics are applied to trad-
24
ing relationships with some other major sources of 
25
