II.PROJECTSUMMARY
TheDWSDproposestoconstructanewoutfall,identifiedasRRO-2,orRougeRiverOutfallNo.2,locatedatthewastewatertreatmentplant(WWTP)asshownonFigure1.Thenewoutfallwilldischargeexcesstreated,disinfectedeffluenttotheRougeRiver.ThenewoutfallwillreplacetheexistingRRO-loutfallthatdischargesprimaryeffluentwithnodisinfectionduringwet-weatherperiodswhenflowsfromtheWWTPexceedthecapacityofthemainoutfallDRO-ltotheDetroitRiver.ThenewoutfallRRO-2willdischargeonlyduringwetweatherwhentheDRO-lcapacityisexceeded.TheprojectisneededtocomplywithrequirementsofthemodifiedNationalPollutantDischargeEliminationSystem(NPDES)pennitissuedtoDWSDbytheMichiganDepartmentofEnvironmentalQuality(DEQ)onJune29,2011.TheRRO-2projectwillbeconstructedintwosegmentswithseparatedesignandconstructionschedules.Thefirstsegment(SRF5486-01)includestheWWTPimprovementsnecessarytoconveywet-weatherflowstothehead-endoftheproposednewoutfallconduit.ConstructionofthefirstsegmentwillbeginbyApril1,2012,andisexpectedtobecompletebyOctober1,2014.Thesecondsegment(SRF5486-02),whichentailsconstructionoftheconduitandoutfallstructure,isexpectedtobeginbyOctober1,2015,andbecompletebyOctober1,2018.DWSDanticipatesFY2012fundingfromtheSRFprogramforthefirstsegmentoftheproject($26,910,000),andfurtheranticipatesFY2015fundingforthesecondsegment($155,190,000).Thetotalcapitalcostforbothsegmentscombinedisestimatedat$182,100,000.TheDWSDwillallocatecoststoDetroitandsuburbancustomerssimilartootherWWTPcapitalimprovements.ThetypicalresidentialhouseholdcustomerintheDWSDserviceareaisexpectedtoexperienceadditionalsewerchargesofapproximately$9.60perhouseholdperyear,assumingthattheprojectisfullyfundedwithlow-interestSRFloans.
