26,2011investigations,severaladditionalallegedviolationswerealsonoted.OnJune28,2011,Ms.LewisaccompaniedbyMs.PixieWetmore,TCEQDFWRegionWastewaterInvestigator,returnedtothesitetoconductaMulti-mediaInvestigation.Ms.LewiscontactedMr.EdwardHardy,interimEnvironmentalManagerforExide(temporaryreplacementforMr.Messer);Mr.DaveMcKercher,AssistantPlantManagerforExide,Mr.WendellCarlile,EnvironmentalSupervisorforExide,Mr.RonPatterson,AssistantCityofFriscoManager;andMr.DanWittliff,ManagingDirectorforGDSAssociatesInc.(CityofFriscoconsultants)atthefacilityandledthemoff-sitetowhereexposedfragmentsofbatterycasingcalled"batterychips"wereobservedduringtheMay19,2011IHWSamplingInvestigation.Ms.LewisalsorequestedcopiesoffacilityrecordsthatwerenotsubmittedduringtheMay2011investigation.FromJune28,2011toJune29,2011,Ms.LewisconductedanadditionallHWSamplingInvestigationatthesite.Basedononeormoreoftheallegedviolationsdocumented,formalenforcementwasinitiated.ANoticeofEnforcement(NOE)letterdatedinSeptember2011wastransmittedtotheentity.Itaddressesthesolidwasteviolationsoutlinedherein.GENERALFACILITYINFORMATIONExideisasecondaryleadsmelterthatmanufactures"soft"lead(Pb>99.997%)ingots,"hard"lead(Pb<99.997%
