John Radcliffe of Radcliffe & Associates (and Capitol Consultants of Hawaii) filed this lobbying expenditure disclosure report with the Hawaii Ethics Commission for the period ended Apr 30, 2011. He reports expenditures totaling nearly $40,000. While he's checked off every subject area possible, it's most likely the expenses were tied to a scheme he attempted to advance in Hawaii's legislature during the corresponding period that would have paved the way for his client to develop and operate a Waikiki casino. The report doesn't indicate where the $40,000 came from or who specifically it was paid to.

However, Radcliffe through his Radcliffe Associates has one client, a Michigan PR firm that retains Radcliffe on behalf of it's client, a Detroit based casino syndicate backed by people affiliated with that city's MotorCity Casino. The PR firm paid Radcliffe more than $11,000 during the period. Radcliffe's associate George A. Morris represents Boyd Gaming.

During the reporting period it is believed that Radcliffe and his associates at Capitol Consultants of Hawaii conjured up and organized activity on behalf of Citizens for a Better Way LLC. The group launched a media/advertising effort in tandem with Radcliffe's failed attempt to get the Waikiki casino approved.

The Radcliffe group recruited Liz Hata Watanabe, the owner of a failed Honolulu night club who had troubles with the Honolulu Liquor Commission, to act as front person for the "citizens" group. She subsequently filed a $387,000 bankruptcy and reports she was paid $0.00 during the period although CFBW claims to have spent nearly $40,000 on Advertising Media.
