ourrequestreflectsa

percentlocal/stateshareand39percentfederalshare,whichledtheFTAtoassigntheprojectamedium-highNewStartsFundingShareratingandanoverallmediumNewStartsrating.Boththeratingandtheratio
of
localandstatetofederalfundingaresignificantfactorsconsideredinthefunding
of
NewStartsprojects.Totheextentweareabletoincreaseourfederalshare
of
funding,morelocalfundingcanbeusedtodeliverPhaseII,BerryessatoSantaClara.Youalsoaskedaboutconstructionchangeorders.Asyouknow,VTAhasselectedtheDesignBuilddeliverymethodfortheC700Line,Track,StationsandSystemsContractbecausethismethodisanticipatedtoreduceoverallcostsandalsotoreducetheoverallscheduleforcompletingtheproject.TheseadvantagesarederivedbyassigningbothfinaldesignandconstructionresponsibilitiestotheDesign-Buildcontractor.TheDesign-BuildmethodtypicallyreducescostsbyenablingtheDesign-BuildContractortocompletefinaldesignsinamannerthatbestfithisconstructionapproach,andbyreducingtheowner'scostformanagingfinaldesign,andconstruction.ThescheduledurationisalsoreducedbecausetheDesign-Buildercanproducethefinaldesignandconstructionplansandspecificationsinasequencethatbestmatcheshisplannedconstructionactivities.OntheSVBXProject,thesesavingsareestimatedtobe$85millionincostsavingsanda6-monthschedulesavingsascompared
to
thetraditionalDesign-Bid-Buildapproach.
