It has also provided the opportunity to revisitseveral of the ndings and recommendations of the 2009 Victorian Bushres Royal Commission. It is noteworthythat the Floods Review and the Royal Commission have both revealed signicant shortcomings in Victoria’semergency management arrangements.The recommendations in this report will support the major reform program announced on 12 September 2011with the release of the government’s green paper

. Importantly, I have concluded that there is presentlya palpable appetite and momentum for reform in Victoria’s emergency management sector.I wish to record my appreciation of the contribution of many Victorians to the formulation of therecommendations in this report.
