Operations Plan

An operations plan describes short-term ways of achieving milestones and explains how, or whatportion of, a strategic plan will be put intooperation during a given operational period, in thecase of commercial application, a fiscal year oranother given budgetary term. An operational planis the basis for, and justification of an annualoperating budget request.

It is a schedule of events, programs, andresponsibilities that details the actions necessary toaccomplish the goals and objectives of theorganization. But a results oriented plan does notstart with activities. It starts with a well-thought outplan that forms the foundation for managing youroperations. With a plan you can ask and get answersto the question,
“How
do you measure processesand which ones are the most important to your
success?”

Today there is a great deal of focus on efficiency andeffectiveness of processes. Therefore, operationsmanagement and planning should includemeasurement and analysis of internal processes. TheOP is both the first and the last step in preparing anoperating budget request. As the first step, the OPprovides a plan for resource allocation; as the laststep, the OP may be modified to reflect policydecisions or financial changes made during thebudget development process
