PREFACE
Curriculum development is a highly organized and systematic process and involves a number of procedures. Many of these procedures include incorporating the results from international research studies and reforms made in other countries. These studies and reforms are then related to the particular subject and the position in Pakistan so that the proposed curriculum may have its roots in the socio-economics setup in which it is to be introduced. Hence, unlike a machine, it is not possible to accept any curriculum in its entirety. It has to be studied thoroughly and all aspects are to be critically examined before any component is recommended for adoption. In exercise of the powers conferred by sub-section (1) of section 3 of the Federal Supervision of Curricula Textbooks and Maintenance of Standards of Education Act 1976, the Federal Government vide notification No. D773/76-JEA (cur.), dated December 4th 1976, appointed the University Grants Commission as the competent authority to look after the curriculum revision work beyond class XII at the bachelor level and onwards to all degrees, certificates and diplomas awarded by degree colleges, universities and other institutions of higher education.
P P

In pursuance of the above decisions and directives, the Higher Education Commission (HEC) is continually performing curriculum revision in collaboration with universities. According to the decision of the special meeting of Vice-Chancellors Committee, the curriculum of a subject must be reviewed after every 3 years.

A committee of experts comprising of conveners from the National Curriculum Revision of HEC in Basic, Applied Social Sciences and Engineering disciplines met in April 2007 and developed a unified template to standardize degree programs in the country to bring the national curriculum at par with international standards, and to fulfill the needs of the local industries. It also aimed to give a basic, broad based knowledge to the students to ensure the quality of education. The new BS degree shall be of 4 years duration, and will require the completion of 130-136 credit hours. The engineering degree will devote 65-70% of the curriculum towards engineering courses, and 35--30% to non Engineering courses.

For the purpose of curriculum revision various committees are constituted at the national level, comprising of senior teachers nominated by universities, degree awarding institutions, R&D organizations and

respective accreditation councils. The National Curriculum Revision Committee for Mechanical Engineering in a meeting held on January 31, 2008 at the HEC Head Office, Islamabad revised the curriculum in light of the unified template. The final draft prepared by the National Curriculum Revision Committee, duly approved by the competent authority, is being circulated for implementation in the concerned institutions.

NATIONAL CURRICULUM REVISION COMMITTEE SPECIAL MEETING FOR MECHANICAL ENGINEERING CURRICULUM FROM 12-13 JUNE, 2007 AT HEC REGIONAL CENTRE, LAHORE A special two day meeting of National Curriculum Revision Committee (NCRC) in Mechanical Engineering was held on June 12-13, 2007 at HEC Regional Center, Lahore. The meeting started with the recitation from the Holy Quran. Mr. Arshad Kamran Director HEC Regional Center Lahore welcomed the participants of the meeting. Mr. Shafiullah Khan Assistant Director HEC Islamabad briefed the participants that the said meeting was convened with the objectives to make necessary changes in the curriculum of Mechanical Engineering finalized during August 2006 in the light of standardized template / framework developed by the joint meeting of conveners of NCRCs for under graduate studies in Engineering disciplines on April 21, 2007 at HEC Islamabad to bring at par the curricula of Engineering disciplines with international standard. The members unanimously selected Prof. Dr. Javed A. Chattha as Convener and Dr. Mohammad Sultan Khan as Secretary for the meeting. During the two day meeting, the committee worked to adjust the mechanical engineering curriculum as per the standardized template. The semester wise curriculum has been modified to the best possible extent. However to implement the semester system more effectively the universities should be provided the required facilities.

Mechanical engineering is one of the most important engineering deciplines that may be supported by HEC for Faculty Development. In this regard the Mechanical Engineering Departments of all the Universities should be granted at least five scholarships per year for Ph.D studies abroad over a period of five year. It is also emphasized that implementation of the recommendations made in the previous meetings may be facilitated by HEC. The following attended the meeting: 1. Prof. Dr. Javed A. Chattha, Dean, Faculty of Mechanical Engineering, GIKI Engg. Sciences & Tech., Topi Distt. Recommendations for B.E / B.Sc Program in Mechanical Engineering

1. After going through an exhaustive three-day exercise, the National Curriculum Revision Committee (NCRC) has finalized a set of revised curriculum of Mechanical Engineering to help the various universities throughout the country in maintaining international level of standard. All the recommendations received by the committee were thoroughly discussed and incorporated accordingly. It is general consensus that in order to implement the newly finalized curricula effectively, the following requirements are mandatory: (i) The universities be properly equipped with adequate experimental facilities (ii) The status of faculty should also be assessed to maintain a reasonable teacher/ student ratio (iii) It is felt necessary to provide Teaching Assistants (TA) to the instructors. (iv) A system of teachers training should also be introduced into the system. (v) It is felt that a feedback of the universities be made available to the Curriculum Revision Committee at the time of next Revision to help it in assessing the effectiveness of its recommendation. 2. The Committee strongly feels that the matter of internship be taken up on top priority. A guided and controlled system of training is felt mandatory. A minimum of six-week training be administered during the vacations between third and fourth year of studies. A comprehensive report should be submitted after the completion of training for evaluation and the students are given credit accordingly. Moreover, a reasonable budgeted amount be paid to trainees to cover the traveling and other expenses through internship stipend (not less than Rs.6000/ month per student). 3. A sample semester/term wise distribution of courses is given in Annexure-A. Choice of distribution of the courses is left to individual institutions depending upon their local facilities. Some courses are split up and offered as part-I and part-II. The departments may, depending on their teaching methods merge/split them, provided all course contents are covered. The suggested titles of the courses can be changed provided the contents of the courses are the same.

73

The committee emphasized the use of computer software / programs, provided by HEC, in all the related courses. However it was felt that majority of the departments are not equipped with appropriate branded computers to run these computing intensive programs. The non-branded machines currently available are not reliable enough to be used for these programs. The departments of Mechanical Engineering require additional software over and above already provided. It is therefore strongly recommended that HEC should take a lead to facilitate mechanical engineering departments in acquiring the requisite brand of computer equipment. A computer Lab. of 40 such computers would cost approximately Rs. 3 million. The acquisition of up-to-date software is a continuous process and additionally required software should be procured in line with the exercise already carried out.

74

Recommendations for Postgraduate Program in Mechanical Engineering

After sessions of in-depth discussions the National Curriculum Revision Committee (NCRC) has proposed syllabi of Masters Program in Mechanical Engineering. It is highlighted that the Masters Program in Mechanical Engineering includes the curriculum of Master Program in Manufacturing Engineering which is being offered as a separate program by Mechanical Engineering department of various universities.

1. Salient features of the program:

a) The program is of minimum 30 credit hours with the following breakup: i. Eight courses of twenty four (24) credit hours ii. Thesis research of Six (6) credits b) Every subject course is of three credit hours c) Eight courses of 24 credits are split as i. One compulsory mathematics course 3 credits ii. Three core subjects, to be selected form core courses of sub-specialties 9 credits iii. Four additional courses to be selected from the list of courses - 12 credits d) The Masters Program is of minimum 18 months duration comprising 3 semesters e) The recommended Masters Program contains sub-specialties of Mechanical Engineering currently offered by the universities. Any addition to the program by a university will be reviewed in next NCRC meeting. f) The suggested titles of the courses are not mandatory and can be changed provided the contents of the courses are the same. g) The committee recommended that the department may allow student to choose a relevant elective subject from another specialty / department subject to recommendation of the student advisor for M.Sc. Program. h) Individual university may add additional courses depending on its specific needs.

75

2. It is recommended that the HEC should provide exclusive funding for the development/updating of post graduate laboratories to encourage R&D activities at post graduate level. 3. The Committee strongly recommends that the Masters Program syllabus is the first draft prepared during this meeting and requires feed back from the universities and academic experts. It is therefore recommended that another meeting should be held to finalize the Masters Program after receiving feed back.

Note:

The representative of NED University could not participate in the discussions of Masters Curriculum as per directives from the university.
