1. PROFILE OF MMAF 1.1HistoryofMMAF


arinesectorinIndonesiawecansay,isstillunderdeveloped,despiteofthenationsrich marineandfisheriesresourcesandvigorouspotentialinrelevantdevelopment.Theresources consistofrenewableresources,likefisheriesresources,capturefisheriesandalsomarineand coastal culture, nonconventional energy and unrenewable resources, such as gases and oils andvariouskindsofminerals.Besidesthetwotypesofresources,therearemanykindsofma rineenvironmentalservicescanbeupgradedtoenhancefisheriesandmarinedevelopment,for example: maritime tourism, maritime industry, shipping/transportation service, etc. By these reasons,thePresidentAbdurrahmanWahid,withPresidentialDecreeNo.355/MYear1999in Period of Cabinet 19992004, constituted Ir. Sarwono Kusumaatmaja as Minister of Marine Exploration. Afterward,theconstitutionhasbeenfollowedbytheformingofTheMinisterofMarineExplo ration (Departemen Eksplorasi Laut DEL) along with detail of its duty function through PresidentialDecreeNo.136Year1999aboutDomiciling,Duty,Function,OrganizationalForma tion,andDepartmentalAdministration.Inthereality,theusageofDELnomenclaturedidnot lastlongerbecauseofthepursuantfromDPRandvariouspartieshavechanged,thereelingof theMinistryofMarineExplorationtobecometheMinistryofMarineExplorationandFisheries pursuanttoPresidentialDecreeNo.145Year1999.Then,theMinistryofMarineExploration (DEL) nomenclature became the Ministry of Marine Exploration and Fisheries (Departemen EksplorasiLautdanPerikanan)throughPresidentialDecreeNo.147Year1999. Then,thechangesofcabinetformationhappenedaftertheAnnualConferenceofMPRin2000, and the nomenclature of DELP become the Ministry of Marine Affairs and Fisheries (Departemen Kelautan dan Perikanan DKP) according to Presidential Decree No. 165 Year 2000aboutDomiciling,Duty,Function,Authority,OrganizationalFormation,andDepartmental Administration. Withregardtotherealizationofitsmaindutiesandfunctions,MMAForganizationalstructure consistsof8(eight)EchelonIworkingunits,asstatedinthePresidentRegulationNo.10/2005 concerningOrganizationUnitandEchelon1Duty,MinistryofRepublicIndonesia. BasedonthePresidentialDecreeNo.9Year2005aboutDomiciling,Duty,Function,Structure Organization and Ministrys Working Management Republic of Indonesia, changed with PresidentialDecreeNo.94Year2006,thestructureofMinistryofMarineAffairsandFisheries (MMAF) become : a. Vision and Mission

a. Vision
The Management of marine and fishery resources which is sustainable and carried out with highresponsibilityfortheobjectiveofnationalunityandwelfare.

b. Mission
1. Toincreasethewelfareofcatchandculturefishermen,andotherbusinessmeninmarine andfisheries. 2. Toincreasetheroleofmarineandfisheriesastheagentofeconomicgrowth. 3. Tomaintaintheloadingcapacityandtoincreasetheenvironmentalqualityofthemarine andfisheryresources. 4. To heighten the people intelligence and health condition through increasing of fish consumption. 5. To boost the roles of sea as a nation unifying factor as well as fostering marine based traditionandculture.

1.3. Marine and Fisheries Development


MarineandFisheriesDevelopmentinNationalDevelopmentPriority
NationalDevelopmentPriority1is: Increasebasicserviceandruraldevelopmentwithtargetoncommunityeconomysuchas increase of economy, social, culture empowerment of fisheries stakeholders and coastal communities. NationalDevelopmentpriority3is: Accelerationofqualitygrowthwithstrengthentheeconomyresistancewhichsupportedby developmentofagriculture,infrastructureandenergywithgrowthtargetaround5%.

1.4. Strategy, Policy and Program


a. Strategy
Toachievetheobjectivesandtargetsinmarineandfisheriesdevelopment,thedevelopment strategyispreparedtoincludethefollowingsteps: 1. The development of marine and fisheries will be implemented in transparency and high accountabilitywithregardtocreatingthegoodandcleangovernment,whichisreflectedin various public services and programs implementation to achieve the midterm strategy goals. 2. The utilization of marine and fisheries potency for community welfare, which will be reflectedinvariousregulationsalongwithnationalnecessitiesbasedonthe3(three)main

3. Themarineandfisheriesdevelopmentwillbeimplementedwiththeconcerntotheprinci plesofjusticeandevendistributionamongregions,thedecreaseofunderdevelopmentand gap,andalsothestrongpriorityonthedevelopmentofsmallislandsatremoteboundaries asanimportantpartoftheunitysovereigntyofIndonesia.

b. Policy
Withregardtoachievingitsvisionandmissions,theMinistryofMarineAffairsandFisherieshas released some policies concerning midterm development plan based on the 3 (three) main directionsofthenationaldevelopment,asfollows: 1. To develop the business scale capacity of fishers, fish farmer and other stakeholders of marineandfisheries. 2. Todevelopthecompetitiveandenvironmentalconceptionofaquaculture. 3. To strengthen and develop the national capture fisheries business in efficiently, sustain ableandcommunitybased. 4. Todevelopandstrengthentheindustryofhandling,processingandproductmarketing. 5. Todevelopthesustainableandcommunitybasedofsmallislands. 6. Toincreaserehabilitationandconservationofmarineandfisheriesresources. 7. To strengthen the surveillance and control of the utilization of marine and fisheries resources. 8. Toincreasethetacklingeffortsonillegalfishing. 9. Todevelopeducation,trainingandextension. 10. Tostrengthenofresearch,knowledgeandtechnologyofmarineandfisheries.

C. Program
Toachieveobjectiveswhichareappropriatewithformulatedstrategyandpolicy,themarine andfisheriesdevelopmentprogramsare: 1. Programofempowermenttofishersaswellasfishfarmerandotheractorsofmarineand fisheries business. This program includes credit supplying for small, micro and medium scales of business, increasing the capacity of small business starting from production, processinguntilmarketing,directassistinginbasicinfrastructuresequipping,Fuel(BBM) distributionguarantee,andpricesubsidizingbasedonnationalpolicy. Programofmarineandfisheriesresourcesdevelopmentandmanagement.Thisprogram coversfisheriesrevitalization,integratedfisheriesindustrydevelopmentfocusedontuna, shrimpandseaweed. Programofmarineandfisheriesresourcesconservationandcontrolling.

a. Output
1. The increase of fisheries production from estimation 10.18 million MT on 2008 become 12.73 million MT on 2009 with production of processing product from estimation 3.6 milliontonon2008become4.0milliontonon2009. IncreaseoffisheriesproductexportfromestimationUS$2.6billioninyear2008become US$2.8billioninyear2009. Increase the average of domestic consumption of fish from estimation 28.00 kg/capita/ yearinyear2008become30.17kg/capita/yearinyear2009. The scope of community empowerment program 16 % from poor coastal community populationoraround850,000persons,includingwomenempowermentaround350,000 persons. Increase the number of regency/city which implementing management of integrated coastalcommunityzonearound40%fromyear2008. Increasethescopeofoperationareaofsurveillancevesselandtheabilityofsurveillance human resources and control the marine and fisheries resources in order to tackle IUU Fishingaround15%. Increase of marine and fisheries human resources quality around 4,500 persons and in creaseoffisheriesextensionfor8,000persons. Increasethefishprocessingunit(UPI)utilityfromestimation60%inyear2008become 70%inyear2009. Theavailabilityofaccurateandcurrentstatisticdataandmarineandfisheriesinformation in33provinces.

The export of fisheries product was about 0.57 million MT in 2002 to about 0.85 million MT in2007,i.e.fluctuatedaroundtheannualaverageof10.42%.Onetheotherhand,theimport offisheriesproductwasabout0.12millionMTin2002toabout0.15millionMTin2007,that meansitfluctuatedaroundtheannualaverageof4.99%. Viewing at the increases in product with rather constant amounts of import and export, it shouldbeinterpretedthatthedomesticconsumptionoffisheriesproductincreasedfromyear to year. Total national fish supply for consumption in 2007 is around 6.38 million MT, i.e.isaround28.28kg/capita/year.

Minister of Marine Affairs and Fishery Decree No : Per.05/Men/2007, has informed that: (1)foreignfishingvesselsandbiggerfishingvessel(>100GT)areobligatedtoinstalltransmit ter by their own cost, (2) fishing vessel between 60 100 GT, transmitter will be given bygovernment(borrow);and(3)smallerfishingvessel(<60GT),VMSofflinewillbeinstalled andprovidedbygovernment.In2008,ithasprovided500unitVMSofflinedevicesincluding 10unitofthetransferdatacomponentin10location.Attheendof2008,400unitofVMS offlinehavebeeninstalled.AsofFebruary2009,thenumberofinstalledtransmitteratfish ingvesselshasreached2,867unit.

The Regional Plan of Action (RPOA) to Promote Responsible Fishing Practice including Combating IUU Fishing in the Region is a regional initiative that initiated by Indonesia Australia and agreed by 9 (nine) ASEAN countries (Indonesia, Malaysia, Thailand, Filipina, Vietnam,Cambodia,Singapore,BruneiDarussalam,andTimorLeste)plusAustraliaandPapua NewGuinea.IndonesiaMMAFistheSecretariatofRPOAandtheCoordinatorofCoordination Committee.ThegoalistopromoteresponsiblefishingpracticesandincludingcombatingIUU Fishingintheregion(SouthChinaSea,SuluSulawesiSeasandArafuraTimorSeas).Theaction planoftheRPOAare(1)currentresourceandmanagementsituationintheregion,(2)imple mentation of international and regional instruments, (3) role of regional and multilateral organizations, (4) coastal state responsibilities, (5) flag state responsibilities, (6) port state measures,(7)regionalmarketmeasures,(8)regionalcapacitybuilding,(9)strengtheningMCS system, and (10) transshipment at sea; Some meeting and workshop have been conducting during the implementation of the RPOA.
