When vingt and cent are multiplied, the become plural

When vingt and cent are followed by another number, they are singular

Mille is never plural Million is preceded by the indefinite article
Un million de touristes
Un million, un milliard and un billion are like nouns of quantity, and take de before a noun

Collective Numbers
Compared to French, English has very few words to describe a collective number of items.
The main example is the word “dozen” to mean twelve.
 A collective number in French is made by taking the corresponding cardinal number, and
giving it the ending “aine,” with some slight modifications:
