Town of Riverdale Park  Mixed-Use Town Center Zone Development Plan.
The following staff report presents the evaluation andfindings supporting a recommendation for Planning Board APPROVAL WITH CONDITIONS asdescribed in the Recommendation section of this report.FINDINGS1.
The owner of the property, Cafritz LLC, is requesting the rezoning of the property fromthe One-Family Detached Residential (R-55) Zone to the Mixed-Use Town Center (M-U-TC)Zone. This request proposes to expand the Town of Riverdale Park Mixed-Use Town CenterZone Development Plan to include an additional 37.35 acres located along the northern boundaryof the eastern portion of the existing mixed-use town center. The applicant is also requesting anamendment to the 2004
 Approved Town of Riverdale Park Mixed-Use Town Center Zone Development Plan
in order to accommodate the proposed development.2.

Prince George
s County Approved General Plan
. More specifically, theproperty is located approximately 1,400 feet north of the intersections of Baltimore Avenue(US 1) and East-West Highway (MD 410), on the east side of Baltimore Avenue. The majority of the subject property is located within the Town of Riverdale Park, but a small portion in thenortheast lies within the City of College Park.4.
Existing Conditions:
This 37.35-acre site in the R-55 zone is located on the east side of Baltimore Avenue (US 1) where it intersects with Van Buren Street. A review of availableinformation indicates that streams, wetlands, and steep slopes 15 percent or greater are not foundto occur within the limits of this application. A small area of 100-year floodplain is found on thesite. The CSX right-of-way is adjacent to the eastern boundary of the site and has been identifiedas a transportation-related noise generator with potential vibration impacts. The soils found tooccur on the site, according to the United States Department of Agriculture (USDS), NationalResource Conservation Service (NRCS) Web Soil Survey (WSS), are in the Christiana, Croom,and Beltsville series. According to information obtained from the Maryland Department of Natural Resources, Natural Heritage Program, there are no rare, threatened, or endangered speciesfound to occur in the vicinity of this property. There are no designated scenic and historic roadslocated adjacent to this property; however, a Phase I archeological survey was completed on thesubject property in March 2008 and there are archeological features on the site. This property islocated in the Northeast Branch watershed of the Anacostia River basin. The site is approximately90 percent wooded, with two areas of the woodland identified as high-priority woodlands.5.
