Introduction
Alcohol abuse cost the United States 184.6 billion dollars a year. Most of that costcame from lost of productivity, deaths, or alcohol-related illnesses.

Drug abuse ingeneral cost us 109.8 billion dollars (U.S. Department of Health and Human Services,1998).

Health-care expenses in 1995 for substance abuse problems accounts for 20% of Medicaid cost and 25% of Medicare cost.

Medical cost associated with drug abuse in1988 was $6.0 billion.

Money lost due to premature deaths was $16.2 billion, and costconnected with crime, crashes, and fires was $20.4 billion.

As you can see thepredicament of drugs is a major crisis in United States of America.According to experts it is the most problematic concern facing the country of Armenia too. According Dr. Robert Winslow of San Diego State University, “…...
80 percent of crimes committed in Armenia in 1992 were drug related”.
In 1992 Armeniabegan an anti crime campaign that increased the total number of persons brought intoformal contact with the criminal justice system. Statistics showed that for intentionalhomicides the contact increased by 91.9%, for robbery 154.9%, for rape 20%, for theft200% and for
drug-related crimes 4000%.

Seventy percent of the narcoticsconfiscated by police in Armenia were imported from neighboring countries.
