Re: Vehicle Utilization Committee — Waiver Request
Pursuant to RSA 21-[:19-h, authorization is requested for the Department of Resources and Development,
Division of Parks and Recreation, Bureau of Trails to retain vehicle 023, D51, D24, and 028 which exceeded the
115% non-business use threshold during fiscal year 2011,
EXPLANATION
The following vehicles used by Trails field staff all exceeded the 15% non-business use threshold:

‘The waiver requests for these vehicles are being consolidated due to the vehicles all being used in the same
manner by our Bureau of Trails field staff. The District | staff rarely are at the Lancaster Regional Headquarters
office as they work remotely throughout the North Country and it is more efficient for them to proceed directly
to the specific jobsite from home. In addition, the vehicles carry the tools required of the function and having.
these vehicles at the employees home location helps safeguard these investments.
if the waiver is not granted, then significantly increased costs would be incurred to reimburse these employees
at the IRS mileage rate.

Pursuant to RSA 21-1:19-h, authorization is requested for the Department of Resources and Development,
Division of Parks and Recreation, Cannon Mountain to retain vehicle DBO which exceeded the 15% non-business
use threshold during fiscal year 2011.
EXPLANATION
180, a 2010 Chevrolet Impala, assigned to John DeVivo, Mountain Manager, was driven 30,973 total miles, of
Which 18,842 miles were non-business use. The percentage of non-business miles for FY 11 was 60.8%.
When John was hired in 2007 into the Unclassified Position as Mountain Manager and with the realization that
the position serves at the pleasure of the Commissioner, it was agreed that John would be assigned the use of a
state vehicle. This decision was based on the 24/7 nature of the job, the 15~18 hours of commuting time each
week, the need to travel extensively in New Hampshire (and occasionally in western and southern Maine)
beyond the commute, and the desire to put a Cannon logo in front of folks in lesser-marketed areas in Cannon
country along the Route 2 corridor (Franconia, Twin Mountain, Jefferson, Gorham and Shelburne) twice a day,
oon roughly 270 days a year. As with the electronic tethers (cell phone, mobile/elobal e-mail, and laptop), the
vehicle is a necessary tool for the job at hand, and John agreed to more than offset its use (financially) with an
annual 4-1/2 month winter seasonal cottage rental at his own expense, to allow for even closer and more
consistent contact with the organization.
John is recognized as a critical employee of the State and itis critical that this employment tool is continued to
reward John for his amazing contribution to make sure Cannon is a success,

during fiscal year 2011
EXPLANATION
8d, a 2005 Dodge Durango, assigned to Michael Housman, Supervisor of Parks Operations, was driven 12,954
total miles, of which 2,828 miles were non-business use, The percentage of non-business miles for FY 11 was
21.8%.
‘The assignment of the vehicle to Mike is in recognition of the need for Mike to be available 24/7 in connection
with his Parks Operations duties.
If the waiver is not approved, then Mike would need to travel to Concord to pick up a state vehicle then travel
to the specific park in need of his attention, The Department feels that it is more efficient and a benefit to the
Department to have a vehicle available for Mike so that he can respond to Park challenges as quickly as
possible.
