RELEVANT PREVIOUS DECISIONS None. CORPORATE PRIORITIES AND POLICY CONSIDERATIONS The composition of an anthem for specific use in Barnet during Her Majestys Diamond Jubilee is a key part of all the councils preparations for this event. The anthem will be used as part of the councils priority of sharing opportunities and sharing responsibilities, as it will be shared with the boroughs 120-plus schools who will all be encouraged to make it a focal point for their individual musical celebrations of this important landmark in British history. RISK MANAGEMENT ISSUES I do not consider the issues involved are likely to raise significant levels of public concern or give rise to policy considerations. EQUALITIES AND DIVERSITY ISSUES The Diamond Jubilee Steering Group which proposed the writing of an anthem has representatives from faith, business, education, and community organisations in order to promote inclusive and varied ways to celebrate the Queens Diamond Jubilee. The anthem will be available to schools, community groups or similar organisations for performance, free of charge and organisations will be encouraged to perform it. The anthem will be written to allow a wide variety of groups at differing musical abilities to perform it. USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance & Value for money, Staffing, IT, Property, Sustainability) Minimal financial outlay (of 1,000) which will be covered by the existing civic events budget. No staffing, IT or property implications. The composer was selected following significant discussion and consideration of pursuing other options by the steering group. It was decided that Mr Benjamin should be selected as he was i) able to compose the music at relatively low cost, achieving best value for the council, ii) because he is a musician of renown with close links to the borough of Barnet and iii) he was also able to compose the piece within the fairly short timescales given. Due to a combination of these factors, it was decided that he would be the best option to pursue.

LEGAL ISSUES Under the Equality Act 2010, the council and all other organisations exercising public functions on its behalf must have due regard to the need to: a) eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Act; b) advance equality of opportunity between those with a protected characteristic and those without; c) promote good relations between those with a protected characteristic and those without. The protected characteristics referred to are: age; disability; gender reassignment; pregnancy and maternity; race;

religion or belief; sex; sexual orientation. It also covers marriage and civil partnership with regard to eliminating discrimination 6.2 Given the value of this contract, the Public Contracts Regulations 2006 are not triggered. The Treaty principles of fairness, transparency and non-discrimination are engaged.

7.1 Council Constitution, Part 3, Responsibility for Functions; paragraph 6.1 (Powers Delegated to Officers) enables Chief Officers to take decisions in consultation with the Cabinet Member concerned, amongst other things, to discharge the duties allocated to them or dealt with by their staff, except for matters specifically reserved to Executive Members, Cabinet meeting, Cabinet Committees, Committees or Council.

BACKGROUND INFORMATION

8.1 The council wishes to support the community of the borough in celebrating the Queens Diamond Jubilee in 2012. The council has played a facilitative role in promoting the boroughs celebrations by setting up the Diamond Jubilee Steering Group, chaired by the boroughs Deputy Lieutenant, Martin Russell. 8.2 The council is represented on the Steering Group by Councillor David Longstaff, Cabinet Member for Safety and Resident Engagement, Councillor Brian Coleman, in his capacity as GLA Member for Barnet and Camden and Councillor Melvin Cohen. The group also has representatives from the boroughs business, education, faith and community organisations. 8.3 As part of the wide-ranging preparations being made for 2012 and the celebration of the Diamond Jubilee the Steering Group voted unanimously to commission Mr Tim Benjamin to compose an anthem which can be performed by schools, music or voluntary organisations in Barnet . 8.4 Mr Benjamin is a composer with local roots who has significant experience within the music composition industry. He is a former winner of the BBC Young Musician of the Year award and his work has also been performed widely, including by the BBCs Philharmonic Orchestra and the London Sinfonietta. Mr Benjamin is available to compose the anthem in time for it to be performed at the beginning of 2012. A fee of 1,000 has been agreed for the composition. The Council will own the copyright in the composition by virtue of the provisions in the contract, and there will therefore not be an on-going licence fee for repeat performance or use of the composition. 8.5 The composition of the anthem will allow musicians of varied abilities to perform it, thereby making it accessible to a wide range of local schools and voluntary groups.
