A project on PTV (Pakistan television network)

Introduction
PTV is one of the most popular and entertaining organization of Pakistan. PTV is totally government owned organization all shares of ptv are held by government of Pakistan.

History
akistan Television Corporation Limited (PTV) is a public limited company. All its shares are held by Government of

Pakistan. The decision to establish a general purpose television service with the participation of private capital and under the general supervision of the Government of Pakistan (GOP) was taken in October 1963. Subsequently the GOP signed an agreement with Nippon Electronic Company of Japan, allowing it to operate two pilot stations in Pakistan. The first of these stations went on air in Lahore on 26 November 1964. On the completion of the experimental phase, a private limited company, called Television Promoters Limited was set up in 1965 which was converted into a public limited

company in 1967. Television centers were established in Karachi and Rawalpindi/Islamabad in 1967 and in Peshawar and Quetta in 1974. PTV satellite transmission is round the clock. The transmission includes ETV and PTV News transmission.

Karachi Centre commenced its transmission on November 2, 1967 and was the first full-fledged station housed in its own building fully and properly equipped with better technical extensive equipment for production by electronic methods it has four main color studios, including one designed and equipped for News.

The professional quality of its varied programme fare, be it music or drama has been of a top standard. The PTV-Karachi Centre along with four Re-broadcast Stations at Thana Bola Khan, Shikarpur, Noorpur and Thando Allahyar, connected to other RBSs in

the country through Microwave link cover about 90% of the population. With the opening of PTV News, Pakistani programmes are now being viewed in other parts of the world via satellite.

PTV Lahore, pilot centre started in collaboration with N.H.K. Company in a very small studio known as Studio 'C' (with three Cameras, one Tape recorder, one 35mm Telecine, one 16mm Telecine and one Opaque Projector.) Studio 'C' was situated inside the Pakistan Broadcasting Corporation, Lahore area, was started on 26-"-1964 six days in a week (Monday off-day) in black & white with a very limited staff.

At that time, all Studio programmes were telecast "LIVE" as no VTR Recording machines were available, which were made available in the year 1968.

A Pilot TV Centre was formally inaugurated on December 5, 1974 at 2-Fort Road, Peshawar. It was Black & White Production/Transmitting Centre consisting of Recording Studio and a Booth for News/Announcement.

On February 18, 1982 Main Color TV Centre was inaugurated at 58Shahrah-e-Quaid-e-Azain with Two Production Studios,, One Announcement / News Studio, an Outdoor Broadcast Van & 07 Nos. of portable outdoor recording units for News/Current Affairs and Programmes.

PTV Quetta was established during 1974 in the abandoned Masonic Lodge, Quetta Cantt and was formally inaugurated on 26th November, 1974 (26th November, on the 10th opening anniversary of PTV in Pakistan, as the first PTV Centre was established in Lahore on 26th November, 1964 and later on too, most of the Centers were established on 26th November).

The main project of the Academy was approved in 1981 with an estimated cost of Rs.33.9 million from the Government, whereas PTV had to contribute Rs. 9.7 million in the form of old/used equipment. Engineering Training Cell was established in 1978 to train PTV Engineers.

A similar cell was established for Production Training in 1984. Both these divisions had been working in rented buildings before moving to Academys building in 1988. It aims to enhance professional standards of PTV personnel while assisting them in carrier planning. It prepares training material and promotes international exchange of expertise. The academy has served as a highly effective platform for training of producers, engineers, cameramen, designers makeup artists, anchor persons and technicians. It also offer regular refresher courses at various levels. The need of the global media industry are much more demanding today than ever before. Pakistan television is fully abreast of these challenges. PTV therefore diversifying and modernizing to further enhances the quality of the programmes. PTV aim to build upon our professional expertise and excellent traditions.

When PTV came into existence in 1964, there was a staff of 30 employees, which has now risen to more than 6000 persons at all Units of the Corporation. The employees of PTV are divided into 09 groups and every group has a separate pay scale. There is a regular channel of promotion for almost every post with the exception of a very few.

Ptv, the national broadcasting corporation had been in dire straits and continuously declining for many years. When the current management took over the reins, the organization was at the verge of bankruptcy. Losses had been incurred, income from all spheres was restricted, viewership had reduced and the overall morale of the institution was in shambles.

Current situation
PTV has worked out a comprehensive strategy in order to expand their vision to embrace the information, education and entertainment needs of all segments of a progressive society. They aspire to create positive change in line with the wishes of the people of Pakistan. The productions facilities of PTV are located at its six centers of Islamabad, Karachi, Lahore, Peshawar, Quetta, and Multan. These studios have vast network of professional studios that have been recently upgraded with digital cutting edge technology. All these centers are fully capable of covering live events, producing dramas, music shows, news bulletins and variety of entertainment and infotainment programs. As part of its modernization programme PTV is procuring state of the art tapeless cameras, OB vans, latest light and sound facilities. Now as far as the current business of the PTV is concerned the current business is not going well comparatively to the past. Now a days ptv is facing lot of financial problems due to increased competition in electronic media. Previously in 1990s PTV was doing well because of its monopoly it was the only channel which was providing services to whole Pakistani nation but now a days due to the competition especially due to the private channels. Most of the channel reduced the current market share of the ptv. And the current market share of the ptv is only 4.18% which is evidenced that it is not growing well. The only advantage ptv has its coverage.ptv is covering 95% of the total Pakistan. Which is actually its strength and this is the only factor which gives it strength to remain in the market. The energy, innovation and vitality exhibited by the new leaders has, within a short span of one year, transformed PTV into a profitable organization with a leap of Rs 287 million from Rs 1431 million to Rs 1718 in advertising income; from Rs 148 million net operating loss to Rs 38 million net operating profit. On the other hand no doubt PTV is a proper family channel PTV tries its best to provide every type of entertainment but it never compromises on family entertainment. As private channel are fully inducted in the market so contribution of Pakistan television in the market is very less. It is about 4 percent of market share. One of the main reason of its less share is that PTV cant speak anti government as we know PTV is government organization so it never criticizes government in other words we can say that PTV is pro government channel. PTV cant speak anything against government. So we can say that current situation of PTV is not satisfactory because from last decade competition in media market has increased very much due to launching of private channels. But on the other hand it can perform better if it has proper management.

Current business
PTV is a public limited company with an authorized capital of Rs. 2.000 billion. The Government holds entire paid up share capital of Rs.1778.413 million.

Source of earning for the Pakistan television is from its commercials and another main source is 30Rs from each electricity bill as television fee. Pakistan television corporation limited was incorporated under the repealed companies act, 1913 (now companies ordinance, 1984) as a public limited company and is principally engaged in television broadcasting services. The corporation is also engaged in commercial advertising and collection of TV license fees.

Now the question arises in our minds is that PTV is in profit or loss its some of departments are in profit while on the other hand its some departments are in loss. If we examine the total organization then we can easily say that this government organization is in profit. As ii stated above that ptv has only benefit due to its converge. So ptv is getting its business in terms of having commercials and one of the biggest customer is telenor. One of the important source of earning for ptv is to give its commercials to the companies in prime time and in prime time the cost of 30 second is 5 lack rupees which is highest among all the electronic channels. These are the two source of earning for ptv. And through these two sources it is doing its business. And also it is government organization so whenever any crisis comes government takes some initiatives to bail it out. So in fact PTV never became defaulter of its share holder. As far as the financial statements of this organization is concerned These financial statements have been prepared in accordance with the international accounting standards issued by international accounting standard committee (IASC) and interpretations issued by standing interpretation committee of the IASC as adopted in Pakistan and the requirements of the companies ordinance, 1984.

Problems of PTV
Now a days PTV is facing lot of problems in terms of its management, corruption, and business etc. There is a lot of corruption in every department of Pakistan television network. This corruption includes in departments like in administration, production, and in finance. PTV has surplus of employees means there are more employees then required. All most all of the employees are referenced based and they are technically not sound so this is the huge problem for the ptv. Actually this problem is caused by demolishing different departments..Union plays a very vital role in the development of any organization. As far as PTV is concerned union is banned from 1974, which is not a good sign for the development of organization. Because union plays an important role in the development of an organization. The promotion policy in PTV is too much slow which creates discouragement among the employees by which their loyalty level falls. Transfer and promotion of employees are made on political basis. Qualification is not considered for promotion. Only salary section is properly computerized, while the remaining sections have no proper computer facility. There is delay in payment to actors. There is no proper check on medical funds. This is one of the main problem of PTV. This amount is misused. The authority is centralized in PTV. No proper networking among the functional areas of business that yields in high degree of confusions and ultimately effects on efficiency of workers. Late payment of over times thats why majority workers are un motivated. As PTV is big organization it has also some good aspects it has some benefits for its employees which includes the corporation operates provident fund scheme for all its employees who joined the corporation before july01, 1982. Equal monthly contribution are made both by the corporation and employees at the rate of 10% of basic pay.

The corporation also operates gratuity fund scheme for all its employees who have opted it and have joined before July 01,1982. Monthly contributions are made by the corporation at the rate of 9% of basic pay.

The corporation operates a pension scheme for all its employees who joined the corporation since 1982 with an option to the employees in service on such date to join this scheme. Grants related to assets are treated as deferred income. These grants are taken to the statement of income and expenditure on a systematic basis over the useful lives of the related assets.

AS we know that PTV is an big organization. It has different departments. Administration of PTV is Responsible for formulation and implementation of administrative policies, co-ordination with other Centers, overseeing administrative services, formulation of PTV Employees Service Rules and amendment in the Rules, as and when required, implementation of directives received from the Government, to arrange centrally insurance of all PTV assets/properties and realization of Insurance Claims in case of loss/damage caused to PTV assets/properties, to deal with legal matters instituted for and against PTV in various courts of Pakistan and to deal with PTV Unions.

The Marketing Departments of PTV is responsible for marketing the programmes and the commercial time on its screen. It is the major source of PTV's earnings. The Marketing Division launched its activities on a modest scale after the inauguration of the electronic media in the country, in November 1964. Central Marketing Office, the main Office of the Marketing Division, is located at Karachi, while Regional Marketing Offices are operating at each of the PTV Centers at Lahore, Islamabad, Peshawar and Quetta. Additional Marketing Offices at Faisalabad and Gujranwala are functioning to facilitate the local business and industry. A major part of the business enacted by the Marketing Division is through advertising agencies accredited with PTV. These agencies are entitled to 15% commission on their gross billings. Direct business from clients is also accepted on cash payment. Contracts are also executed between producers of private programmes and PTV for time purchased programmes. All business conforms to clearly laid down terms and conditions, framed by the Board of Directors of PTV. The maximum time allowed for advertising is 60 minutes per day on PTV. Advertisers can book commercial spots in the commercial breaks provided between programmes and can also sponsor programmes shown on PTV.

There are usually two commercial chunks in a 50 minutes programme. The Director Marketing is the overall head of the Marketing Division who devises marketing strategies and polices under the guidance of the Managing Director of PTV and implements them and guides the Marketing Department for achievement of maximum business. The Information Technology Department has been recently created to face the challenges of next millennium with special reference to bring improvement in TV Screen and ensure free-flow of information. The main objectives of Information Technology Department is to bring overall efficiency thus triggering increase in productivity, to develop Internets in order to ensure speedy and accurate flow of information, to introduce Computer Graphics and animation for improving presentation in its creativity and style, to launch and maintain PTV's Internet Video Server in order to achieve global viewer ship and compete the challenges of the contemporary channels, to introduce new concepts of Information Technology . The Engineering Departments takes care of the day to day operations and maintenance of PTV Centers and Rebroadcast .

More over this department also handle Stations, new projects, Planning & Procurement, as well as research and Development activities. PTV started its services on 26 November 1964 with two small stations at Lahore and Dhaka (Former East Pakistan). Over the years the system has grown into a countrywide network offering two programmes channels.

In the course of institutional Projection of PTV the Public Relations Department has been coCoordinating with the National Press effectively.

The other activities of this department are Daily Press clippings and reports, Arrangement of Press Show, Arrangement of Press Conferences, Issue of Press releases, Reply of False Stories, Propaganda & Criticism and at the same time appreciation of Positive articles and items in the Press, Co-ordination with the Press Artists, Producers and PTV Officials. Release of PTV Advertisements.

The Board of Directors appointed by the Government of Pakistan manages its affairs. The Managing Director of the Corporation, duly appointed by the Government of Pakistan and approved by the Board of Directors, is the Administrative and Executive Head of the Corporation. He is the competent authority to implement rules for the Corporation and its employees. Pakistan Television is gradually extending its signal to remote and economically backward areas of the country in order to uplift the socioeconomic conditions in these areas to eliminate the existing disparity.

Future Plans
The main future plan of PTV is to launched a Sports channel just to overcome the market of sports. According to the future plan of the organization that a channel which they have given on rent name as Atv will be closed and by using its machinery new sports channel PTV will launch new sports channel.

Rebroadcast centers at Jura, Athmaqam, Karan, Dhudhnial, Sharda & Kel in AJ & K. Rebroadcast Centers at Badin and News Bureau at Larkana in Sindh. Permanent TV Centre at Multan and Rebroadcast Station at Mian Channu, Jhang, Patriata,Sadiqabad, Ladhawala Waraich Gujranwala in Punjab. Rebroadcast Centers at Buneer, Besham, Khund Bangla, Puran, Kohat, Salam Baba, Shamali(Batagram) Shaikh Badin (D.I.Khan) and 8 Rebroadcast centers at upper Dir in NWFP. Rebroadcast Centers at Qilla, Kharan, Sohrab &Bar Khan in Baluchistan. Rebroadcast centers at Aliabad/Karimabad, Chilas, Gahkuch, Khaplu, Jaglot/Banju, Astore and Shigar in Northern Areas. PTV National has also been introduced Regional Language programmes. An independent Sports channel through terrestrial network has also been planned. PTV Abaseen (NWFP) & PTV Bolan (Baluchistan) channels have been planned.
