J., Studenté| male, 9” grade \., Student male, 9" grade Studentét male, 9” grade Subject: Oscar Harris, PN# IIE Assistant Principal George Maxey, PN# IEE Principal Background and Investigation: (On 12/05/11, the Office of Professional Standards was contacted by Det. Don Schoentield, DCPS police, regarding the investigation that was being conducted in the 11/18/11 theft of items from the Bradford County football players at William Raines High School. Det. Don ‘Schoentield stated that he needed to provide information to Inv. Altman that would incriminate Principal George Maxey and Assistant Principal Oscar Harris in an attempt to cover up the theit that took place on 11/18/11. Inv. Aitman arrived at Raines High School and met with Det. Schoenfield. Det. Schoentield provided information regarding an email that was sent from Officer Shevin Castro, DCPS police to Sergeant Barry Brown, DCPS police on 12/01/11. Email from Officer Shevin Castro, DCPS police to Sergeant Barry Brown, DCPS In reviewing this email, Officer Castro stated that on 11/29/11 he was in his office, at Raines High School when he noticed a student in the administration office. Officer Castro asked the student what was the problem and he stated that he was waiting for AP Harris. He stated that he went into his office to check his email, and the student and Principal Maxey went into AP Harris' office. (It should be noted that Officer Castro's office is adjacent to AP Harris’ office) Officer Castro stated that the door to AP Harris office was closed and Principal Maxey began yell at the student. He stated that Principal Maxey stated to the student that what he did was wrong and that it made the school look bad. He then stated that Principal Maxey calmed down and began to ask the student the location of the items. Officer Castro stated that the student responded, but that he was unable to hear the student's response. He stated that Principal Maxey then asked the student if there were others involved. He stated that the student responded, but he was unable to hear the student's response. Officer Castro stated that Principal Maxey then walked out of AP Harris’ office. He stated that shortly after Principal Maxey left, he exited his office to patrol the halls. Officer Castro stated that while on his way back to his office, he saw AP Harris and the student leave the office. He stated that he assumed that Principal Maxey and AP Harris were going to report this crime to him. He stated that he remained in his office for Harris, Oscar Maxey, George approximately twenty minutes. Officer Castro stated that Principal Maxey walked into his office with a white box. He stated that the box had a blue lid covering the contents on the inside. Officer Castro stated that it was a box that originally contained copy paper. He stated that Principal Maxey stated to him that an anonymous person dropped the box off to the school. Officer Castro stated that he immediately opened the box and saw the items inside the box. He stated that he knew the items belonged to the football players from Bradford County. He stated that Principal Maxey instructed him to inventory the items against the list of stolen items that he had. Officer Castro stated that shortly after completing the inventory, he called his supervisor, Sergeant Brown and advised him of the incident. He stated that Sgt. Brown immediately arrived at Raines High School and met with him in his office. Officer Castro stated that he met with Sgt. Brown and advised him of the incident, told him that he was generating a police report and that he would be taking the items to the JSO property room for a hold. He stated that Sgt. Brown then left the school. Officer Castro stated that he saw Principal Maxey in the hallway. He stated that he then asked Principal Maxey where the box came from. He stated that he explained to Principal Maxey that he needed to know the facts of the incident. He stated that Principal Maxey advised him that the box was found in the front of the school. Officer Castro stated that he then asked Principal Maxey the name of the person who discovered the box and gave it to him. He stated that Principal Maxey then appeared nervous and referred him to AP Harris. Officer Castro stated that he then asked AP Harris about where the box came from. He stated that AP Harris paused and then stated that the box was found in front of Mr. Reuben LeCount's office door. Officer Castro stated that he then searched for Mr. LeCount in an attempt to confirm the facts. He stated that Mr. LeCount advised him that upon arriving to work, he saw the box in front of his office. Officer Castro stated that he asked Mr. LeCount what time he arrived at work and Mr. LeCount stated that he arrived at 7:00am. Officer Castro stated that he then began writing his report with this information. He stated that while writing his report, he was called to AP Harris’ office via school racio. He stated that when he arrived at AP Harris’ office, Mr. LeCount and Officer R. Williams, JSO were present. He stated that the officer was a friend of AP Harris. He stated that while he was in the office, AP Harris asked him if he had completed his report. He responded that he had not. He stated that AP Harris then stated to him to change his report to reflect that the box was found in front of his (Harris?) office, instead of Mr, LeCount's office. er Castro stated that AP Harris then stated that he would take care of the issue. He stated that he informed AP Harris that he was not changing his report and that it was illegal. Officer Castro stated that he then left AP Harris’ office and finished his report. Officer Castro stated that once he completed his report, he was called to his own office by Principal Maxey via the school radio. He stated that upon arriving at his office, Principal Maxey closed his office door, sat down, and then asked what he had written in his report. Officer Castro stated that he included everything that was told to him by Principal Maxey and AP Harris. He stated that Principal Maxey stated that the student was good kid, that this arrest would make the news, and that an arrest would ruin this student's future, Officer Castro stated that he explained to Principal Maxey that the situation was not being handled correctly and that the student should be 3
