Description

Adams, Professor at the Claremont Graduate University in California, began by stating that the $500 billion public education system was not designed to support student achievement. Until this fundamental flaw is corrected, according to Adams, states will fail in their efforts to educate all students to high standards. It is the finance systems themselves that dictate the amount of money school systems spend and how these resources are tracked and distributed. Adams and his colleagues said that accountability in the current system is driven by the need for compliance with overly complicated rules and regulations and that, consequently, resources are not distributed fairly or used productively.
