To: Users of Parking LotFrom: Dave Fields~Re: Repair of Parking Lot- Memo IIMy memo regarding the repair of the parking lot was such a hit,and generated such interest that a sequel is called for. Thequestions I received regarding why is this work being done duringthe term and not over the summer break are quite reasonable anddeserve an answer. I understand the difficulty this will cause alluses of the lot, but our choices are limited.Our original intention was to do this work last summer. Theproblem was that the State of New York was having a fiscal crisisand did not actually approve the funds till late in the fall. Theparking lot work is not part of our regular operating budget andrequired special State approval. By the time the funds wereavailable, the cold weather set in and the plants that make theasphalt close down until the weather warms up. They are about toreopen now.The funds we now have must be spent during this fiscal year,ending June 30, or we will lose them. At the end of each fiscal yearthe State takes back all unexpended funds. We must start:the..project now in order to avoid having no parking lot during graduation.In other words we are in a box, if we want the lot done at all.Getting State funds to fix a parking lot is no mean feat and it isunlikely to be repeated if we let the funds we now have revert backto the State. The State approved the funds and registered thecontract just prior to the time the State freeze took hold. The LawSchool had been requesting funds from the State to repair the backlot for a number of years. All other CUNY schools pay for parking lotrepairs out of the funds collected from the sale of parking stickers.We, as you know, do not charge students for parking and want tocontinue this practice. If we lose the funds we now have by notusing them, we will still be forced to deal with the lot repair andwill have to raise the funds from the users of the lot.
