MASTER PLAN PROCESS
In the fall of 2007, a consulting team was selected, and based on the Terms of Reference, afour-phased work program was developed for the Master Plan:
Phase 1 – Understanding the Community
- The consulting team completedbackground research; trends assessment; and organizational, financial and businesspractices analyses.
Phase 2 – Engaging the Community
– Over a number of months, the teamconducted staff consultation, focus groups, a household survey, communityworkshops and Council consultations.
Phase 3 – Draft Parks and Recreation Master Plan
– The consultants prepared aMaster Plan foundation for parks and open space service levels and recreationfacilities, programming and service delivery; along with beachfront and energyconservation strategies.
Phase 4 – Final Parks and Recreation Master Plan
– The consulting team is in theprocess of undertaking public open houses; a staff development workshop; and aCouncil presentation as a basis to finalize the Master Plan in June 2010.The Master Plan has beendeveloped on three major themesand two specific strategies. Themajor themes start with a broadoverview moving towards specificdelivery strategies and servicelevels. The two strategies relate toshoreline recreational use andenergy conservation for recreationfacilities. Later, action plan andimplementation strategies will bedeveloped to provide direction onachieving the intended outcomes.
Master Plan Foundation
:Section 3.0 provides thephilosophical foundation and strategic directions for the Master Plan based on aVision and Mission Statement that reflects the unique perspectives in Chatham-Kent.
Recreation Service Delivery Policies, Strategies and Programming:
Section 4.0provides direction to Council, staff and service delivery volunteer organizations onthe future approach to service delivery.
