A January 12th email to the MCPS Director of Long Range Planning, regarding statements he had made the previous

evening, at the first meeting of the new site selection advisory committee for B-CC MS#2:

This was the case since use of these funds places restrictions on future public use of parks, in contradiction with the terms of the original transfer agreement." Understandably, were very surprised at last night's Site Selection Advisory Committee meeting when MCPS staff chose to proclaim a "reclaim right" to Rock Creek Hills Park, without mentioning Dr. Starr's stated concerns regarding strict conversion restrictions resulting from the use of LWCF/POS funds. What is of great concern to us is that by claiming that there is an unencumbered reclaim right in disregard of the concerns noted by Dr. Starr you are putatively affirming a legal "fact" without providing statutory documentation for its basis, which is misleading to the public, and especially to the members of the committee who are charged with making decisions based on such statements.
