thepeopletoownandcontrolpropertyhasbeenahistoriccheckupongovernmentpower.Wherethegovernmentownsorcontrolsthelandandthebuildingsonthe land,thepeoplemaymakenouse
of
realpropertywithoutgovernmentpermits.Theirpropertyrightsintheirhomes,farms,andbusinessesarethusabolished.Whichiswhylandcontrolispeoplecontrol.Thus,land-useplanninglegislationproposingacommonplanfortheUnitedStates,asdeterminedbyfederal,state,or

asexploringtheneedforfederallandcontrol.Hewasquotedas saying:

bill
was
passed
in

defeatedin
the
House
byonlysevenvotes.
It
isnow
back
asH.R.3510,
theLand
UseAnd
Resources
ConservationAct
of1975.
Thismeasure
would
bribethestateswith
$500millionto
take
authority
over
allland
use
in
accordance
with
federal
"guidelines,"
requiring
bureaucratic
approval
of
any
use,development,or
renovation
of
real
property
-
including
your
right
todoasyouchoose
in
your
own
backyard.
Bureaucratic
fiat
wouldwipe
out
billionsof
dollars'
worth
ofland
values;
would
mean
mountains
of
red
tape
andyears
ofdelay
in
majorreal-estate
develop
ment;
and,
would
violate
the
human
right
of
allAmericans
toenjoy
the
full
use
of
their
own
private
property.
If
states
refuse
todoas
the
federalland-controllerstellthem,
the
land-control
billwould
withhold
upto21
percent
of
their
highway,
airport,and
conservation
funds.As
CongressmanRobert
Bauman
(R.-Maryland)
has
re
marked:
"Weare
asked
tobelieve
that
a
government
that
can
barely
deliver
the
mail,
that
takes
weeks
and
months
to
answer
a
citizen's
inquiry
or
grant
a
permit,

individuals

computer
numbers,

capable
ofdecidingin
detailthefuture
useofevery
square
inch
of
land
in
theseUnited
