SECTION VI: STATEMENT OF REQUIREMENTS

SPECIFICATIONS FOR THE PROCUREMENT OF NETWORK AND COMMUNICATION DEVICES ALONG WITH INSTALLATION, CONFIGURATION, COMMISSIONING AND SUPPORT SERVICES TO THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) SECRETARIAT FOR ITS NEW HEADQUARTERS

INTRODUCTION

The SADC Secretariat has relocated to its new Head Quarters(HQ) building in August 2009 where multimode fibre optic(MMF) backbone cabling as well as Category 6 (Cat6) copper network cabling are used as the network transport media.

The planned service offerings at the new HQ building are be based on the convergence of data, voice and video traffic. The core services will be run from the SADC HQ and there will be two main remote sites that will be connected through Multi-Protocol Layer Switching(MPLS) facility/leased lines from the incumbent operator in Botswana or its equivalent. Wireless connection will be used as back up and is part of this procurement exercise.

In this context, there is need to procure and install network communication equipment capable of offering the converged network application services outlined above.

PURPOSE OF AGREEMENT
To provide industry standards-based network and communication equipment, firmware and network management software, with the preferred make being Cisco Systems Inc., or an equivalent industry standards-based solution. The following items, amongst others, will have to be provided:

i)

Rack mountable high performance, low latency network 48-port Power over Ethernet (PoE) switches with at least one 10Gbps fibre optic MMF uplink for access layer / floor switches; Rack mountable modular chassis-based core switches, with dual power supplies in hot stand-by mode, and appropriate slots to accommodate various network switch blade types in the server room. The various network switch blade types will be based on intended usage; The actual MMF 10Gbps fibre drivers where fibre optic modules are part of the specified equipment specification; The corresponding MMF fibre patch cords where MMF fibre drivers are provided ; The equivalent number of supplied RJ45 port numbers for Patch See (Cat 6) patch cords and corresponding number of Cat 6 fly leads; High performance, secure wireless access point devices; High performance, secure wireless access points controllers; High performance, secure wireless bridge data radio units; The latest glitch free media firmware on the devices; Network Management Platform and Software for the devices; and

Planned and ad-hoc maintenance as well as second-level support of the proposed solution should also be detailed in the technical and financial proposals.

Terms of Reference
Essential requirements:

The SADC Secretariat has to procure, install, configure, commission and support state of the art ICT network infrastructure at its new HQ building. The planned service offerings will be based on the convergence of data, voice and video traffic.

This exercise is intended to be a turnkey state of the art network and communication equipment procurement, installation, configuration, commissioning and sign off, in collaboration with the SADC Secretariat ICT Unit staff and relevant stakeholders. Provision is also being made for a one-year contract for second level support and maintenance, with first level support being provided by SADC ICT personnel. In this context, appropriate training will have to be provided by the successful bidder to the SADC ICT staff, end users and telephone operators. The contents of the training should form part of the bid.

ASSOCIATED INSTALLATION AND SUPPORT SERVICES FOR THE PROCURED EQUIPMENT As part of the whole exercise, relevant skilled and professionally certified network equipment staff will have to carry out the following:

i)

Verify equipment functionality through equipment staging at SADC House, after being delivered to the SADC Secretariat and effect Return Material Authorisation (RMA) process with the network equipment and manufacturer where necessary. Using a provided configuration template and explicit device configuration procedures from the SADC Secretariat ICT Unit , configure the equipment according to documentation. Install equipment according to provided device location documentation, provided by the SADC Secretariat ICT Unit. Verify success of installed equipment using a sign off /commissioning form from the SADC Secretariat ICT Unit and take corrective action if need be. Sign a holistic sign off document based on successful client verification of the acceptable performance of the following network applications:

vi) As part of the on-going second level support for the infrastructure, the selected bidder should have local presence in Botswana. This may take the form of having a local partner in the case of overseas bidders. Bidders should explicitly explain how this support will be provided.

Evaluation and Qualification Criteria

This section, read in conjunction with Section II, Instructions to Bidders and Section III, Bid Data Sheet, contains all the factors, methods and criteria that SADC will use to evaluate the bids and determine whether a bidder has the required qualifications. No other factors, methods or criteria shall be used.

Additional Evaluation Factors In accordance with ITB Clause 28, SADCs evaluation of a bid will take into account, in addition to the bid price, the following factors, which will be quantified as specified in 1.2 below: (a) Compliance with the minimum technical specification is required for all items marked as mandatory. (b) For non-mandatory items, all deviations will be reviewed, and those items with inferior specifications subjected to an adjustment to the bid price. (c) The delivery schedule offered by the bidder. (d) The payment schedule proposed by the bidder. The factors specified in 1.1 above will be quantified as follows: (a) Failure to meet or exceed the specified minimum technical specifications for mandatory requirements will result in rejection of the bid. Superior specifications will be considered on the same basis as those bids meeting the minimum technical specification.

For each non-mandatory technical specification, bids offering a lower specification of the item will be reviewed, and a notional adjustment made to the bid price for evaluation purposes only. For each percentage drop in the specification offered against the required technical specification, a corresponding percentage of the estimated cost of replacement of the item with a fully conforming specification will added to the bid price for evaluation. Bids with inferior non-mandatory technical specifications or a performance of less than 75% of the required item specification may be subject to rejection. Superior specifications will be considered on the same basis as those bids meeting the minimum technical specification. Later delivery schedules proposed by the Bidder will result in a 1% addition to the bid price (for evaluation purposes only) for each week of delay up to a maximum of 15%. Bids offering delivery schedules later than 2 months after the specified delivery period may be rejected at SADCs discretion.

ELIGIBILITY CRITERIA

Bidders should have at least:

i)

three corporate/multi-national reference sites where they have either undertaken similar work or are supporting similar infrastructure; three full-time network engineers/technicians with relevant and valid industry standard networking qualifications (e.g. CCVP, CCNP/CCDP, Cisco QoS Specialist); and a local presence in Gaborone, Botswana for second level support on the infrastructure

Details of the reference site as well as the names, qualifications and experience of the network engineers/technicians should be provided. Bidders should explicitly explain how support will be provided after installation and commissioning of the system.

Failure to provide the above information will result in the elimination of the bidder.

In case of a Cisco-based solution, the SADC Secretariat expects to be given the same preferential cost treatment as the one offered to the United Nations(UN). Bidders are requested to contact Cisco in this regard. Bidders will have to sign a declaration that they will pass on the discount from Cisco to the SADC Secretariat. This document should form part of the bid.

Bidders can propose different options which will be considered as separate bids. Each option will need to have a separate financial proposal.

The successful bid will be the one with the highest overall score.

WARRANTY The warranty on the equipment shall be deemed only effective upon successful installation , testing and commissioning of the holistic solution. Second level support will become effective after successful commissioning and shall be effective for a period of one year, from successful commissioning of the project.

The detailed technical evaluation will examine the technical specification of the items offered in column d and determine or verify whether this meets the minimum specification required in column b. Bidders must complete column d or the bid will be rejected. Column c indicates whether the item is a Mandatory requirement by use of the letter M. Any item without an M in column c is considered non-mandatory and subject to a reasonable variation in specification or performance to be assessed during evaluation in accordance with the necessary ITB clause.
