Izmir Iktisat Kongresi was held in February 2003. From thebeginning it was designed to be a ’corporatist’ attempt to plan thelong-term project of ’national economy’. According to a surveyheld in the ﬁrst parliament ’economic independence’ would be theﬁrst priority.First, the decisions underlined the fact that the national economyshould be based on Turkish nationality. Secondly, the congress wasclear on to signal that this economy would never be a ’socialist’one. Consequently, foreign capital was welcomed. Partnershipswith the national entrepreneurs would be especially supported.
