Izmir Iktisat Kongresi was held in February 2003. From thebeginning it was designed to be a ’corporatist’ attempt to plan thelong-term project of ’national economy’. According to a surveyheld in the first parliament ’economic independence’ would be thefirst priority.First, the decisions underlined the fact that the national economyshould be based on Turkish nationality. Secondly, the congress wasclear on to signal that this economy would never be a ’socialist’one. Consequently, foreign capital was welcomed. Partnershipswith the national entrepreneurs would be especially supported.
There were mainly four groups:1.Merchants: The ayans, esraf and other merchant groups whocould not develop good relations with the Milli MudafaMovement tried to voice their demands2.Farmers: The biggest group, mostly represented by landlords.3.Industrialists: The hand-picked families of ’nationalbourgeoise’ wanted protection from international trade.4.Workers: A ’dummy’ organization, since there were no’unions’ or real organizations that would pursue the interestsof the workers.
