Good evening, Im Representative Boyd Brown from Winnsboro.

Over a year ago, Governor Haley entered ofce with a lot of promise. In a razor thin election, Nikki Haley won a historic victory that sent a message to the nation that South Carolina has moved forward and wont be constrained by our past. However, one year later, that promise is a distant memory. In the last year, we havent had a governor; weve had a disaster. Nikki Haleys rst year in ofce can be summed up in one word: failure. Her low poll ratings have recently proven what we all know: that the voters of South Carolina have buyers remorse. Hypocrisy, dishonesty and mistake after mistake: we are tired of a scandal-a-week Governor. At least Mark Sanford saved up for only a few per year. What you heard in the State of the State address tonight was a Governor out of touch with you, your family and our state; a person with questionable character who would not know honesty if it landed on her doorstep; and an elected ofcial who personies the word hypocrisy. When candidate Haley was campaigning for Governor, she ran under the banner of transparency. Opening up government is a noble cause. We all want a more open, transparent government. The Legislature moved quickly to pass the Governors transparency bill because it was the right thing to do and we thought she was serious about transparency. But, Nikki Haley has not been the Transparency Governor that she promised to be. It was Nikki Haley, who would rather stare at a wall and hide behind staff rather than answer questions from the local press. It was Nikki Haley who declared that she does not read the local papers, or watch the local news. Does Nikki Haley even care about what is going on in this state? She will pose for Newsweek but wont answer questions for the local news. Does a transparency advocate refuse to answer questions from the South Carolina press? It was Nikki Haleys ofce that decided, in violation of state law, to delete emails that would shed light on how her ofce operates. What is it that the Governors ofce, the so-called transparency governor wants to hide from us? Governor Haley has also picked up, and run with the good ole boy system that she claimed she would ght against if elected. Apparently the only qualication to serve in the Haley administration is a campaign check. She red Darla Moore, a nationally respected businesswoman, from the USC Board and replaced her with a campaign contributor. She stocked the Governors ofce with a bunch of inexperienced campaign staffers and gave them all huge pay raises. Most importantly, even more so than transparency, is the fact that Governor Haley has not offered any job creation ideas. As a matter of fact, when it came to Amazon creating thousands of jobs last year, Governor Haley nearly cost us their multi-million dollar investment. Luckily, Democrats and Republicans in the General Assembly came together, despite her best efforts to kill the jobs plan, and in a unied spirit, we brought those much-needed jobs to families in Lexington County and central South Carolina. And recently, after attending a fundraiser in Atlanta with Georgia port ofcials, Haleys DHEC board reversed course and granted the state of Georgia a controversial permit to dredge the Savannah River and give the Savannah Port a leg up on its competitors. Geography must be difcult for her because those competitors who will lose include our port in Charleston and the future one in Jasper County. This devastating decision will cost our state tens of thousands of jobs and billions upon billions of dollars in revenue. Nikki Haley literally sold us down the river, the Savannah River. I take that backNikki Haley has created jobs...for the state of Georgia. This is an absolute outrage. She sold out our state, our ports, and our economic future for a few campaign checks. This isnt policy; its pay-to-play politics. She isnt a reformer; shes a fraud. South Carolina has one of the highest unemployment rates in the United States, and we have a Governor who has

no plan to x it. Shes not recruiting jobs; shes exporting them. While Nikki Haley continues to disappoint you, jetting to Paris on a $157,000 luxury trip under the name of economic development, South Carolina Democrats are actually offering real job creation ideas. I, along with Rep. Bakari Sellers of Bamberg, introduced legislation that would bring tens of thousands of jobs and billions of dollars to our state in the form of strictly regulated and taxed casinos in Myrtle Beach. The revenue generated from this proposal would go toward reducing your taxes and xing our crumbling roads. While Governor Haley only creates problems and chaos, were proposing ideas that would bring landmark improvement to South Carolina, would lower our states unemployment rate to record lows, and would make our state competitive in the global economy once again. Due to repeated scandals of the last few years, I have written a bipartisan bill that strengthens the ethics laws in South Carolina, and reforms our worn out form of government. Not only does it crack down on shady lobbyists, but it makes sure Columbia politicians are held accountable for their misdeeds as well. Term limits, recalling elected ofcials, increasing ethics nes, and many other reform-minded ideals are included in this legislation. This bill was led today, and I look forward to seeing it gain traction in the coming weeks. As South Carolinians, we deserve better out of our elected leaders than what the current governor and lieutenant governor are giving us. We deserve elected ofcials who wake up every day, not wondering what trip theyll take out of South Carolina or how theyll hide their shady policies from you, but instead, we deserve folks who wake up everyday wanting to make South Carolina a better place to live, work and raise a family. When we replace this self-serving governor who only cares about advancing herself to the next step on the political ladder and instead elect someone who wants to take South Carolina a step in a new direction, someone who shares our family values, and someone who knows a thing or two about leadership, then, well be able to honestly declare that Its a Great Day in South Carolina!
