Governor delivers state of the state address to begin 2012
Legislature: New initiatives proposed in economic
development and education

Education and economic develop-
ment will get a financial shot in the
arm, if proposals by South Dakota
Governor Dennis Daugaard in his
2012 state of the state address are
adopted.
Deputy Darren Ginn introduced to
Wall City Council members
by Laurie Hindman
Wall City Council was intro-
duced to Deputy Darren Ginn at
the city council meeting held on
Tuesday, January 10. Deputy Ginn
moved to Wall from Montana
where he served for three years as
a deputy. He is currently in the
Marine Corps Reserves. Deputy
Ginn gave the police report and
noted that they exceeded hours for
the month. With no questions from
the council, Mayor Dave Hahn
thanked Ginn for making the move
to Wall.
Council approved the agenda
and also an addition to add the
Resolution for Salaries to the
agenda. Council approved.
Council member Jerry Morgan
addressed the members about the
upcoming Wall Ag Appreciation
Supper. Morgan asked to have the
street roped off to the north for the
cookers and runners and if the fees
for the community center would be
waived. Hahn informed the mem-
bers that they have done this in the
past. They approved to rope off the
street and waive the fees, with
Morgan abstaining from the vote.
Dustin Curr with the Celebra-
tion Committee also asked to have
the community center fees waived
for their events. He noted they only
use the community center three
times a year. Council gave their ap-
proval to waive the fees.
Council review building permits
for: Bill Bielmaier - replace roof
material and Mike Anderson to
move storage shed in by his home.
Council approved the Resolution
for salaries. Finance Officer Car-
olynn Anderson stated, This Res-
olution reflects what was approved
in the budget.
Finance Officer C. Anderson in-
formed the council on the Ambu-
lance District. She has been in con-
tact with Pennington County Audi-
tor Julie Pearson and Pennington
County Commissioner Lyndell Pe-
tersen to ask if the commissioners
could put together a resolution for
the ambulance district. Petersen
would like the Ambulance District
Committee to put together infor-
mation and bring it to their next
meeting on Tuesday, January 17.
Council member Pete Dunker
asked if Larry Gravatt, John Kit-
terman or someone from the Am-
bulance service could attend the
meeting with him. Dunker asked
what are we up against if we dont
have a public meeting to inform
everyone what we are planning be-
fore we go to the commissioners
meeting? Hahn agreed that we
should educate our community,
but after further discussion the
council authorized Dunker and his
committee to attend the Penning-
ton County Commissioners meet-
ing.
Council member Rick Hustead
and Mayor Hahn met with Brian
Hammerbeck and Jerry Morgan
with Dakota Mill and Grain on
Monday, January 9. Dakota Mill is
running out of space to park equip-
ment and would like to buy land
from the city. Dakota Mill has
agreed to take care of the drainage
issue. Hahn reiterated that it is
important for the community to
support our businesses and this
would get city property back on the
tax roll. Hustead said that it is
contingent on whether Dakota Mill
can buy land or get a right-of-way
from Canadian Pacific Railroad.
Hustead went on to say the Dakota
Mill would build a 10 car spur, dig
a deeper ditch going to the north
culvert which would result in bet-
ter drainage for the city, but its all
dependent on Canadian Pacific.
Hahn asked C. Anderson to check
to see if they can swap property
legally. Committee members Stan
Anderson, Hustead and Dunker
along with Mayor Hahn will meet
with Hammerbeck to discuss the
issue further.
Election positions open for the
June election are: Mayor-at large,
Ward 1 - Rick Hustead, Ward 2 -
Stan Anderson and Ward - 3 Jerry
Morgan. Petitions can be picked-
up in the finance office on March
1, and returned by March 27.
Council approved City of Wall
bills along with pay request #4
from Site Works and change order
#2. Fire department, ambulance
and library bills were approved for
payment.
Finance Officer C. Anderson
asked for the councils approval to
have Chamber Director Lindsey
Hildebrand take the minutes at
the council meetings and to write-
up the minutes. Council approved.
C. Anderson asked if the street
committee would review an issue
on Dorothy Street where the chip
and seal is not sealed. The commit-
tee will meet with City Employee
Jim Kitterman to address this
problem.
Kitterman also related that they
have killed 25 skunks so far
around town.
C. Anderson informed the coun-
cil that December sales tax came
in at $22,740 for the month and for
the year they were down 1.6 per-
cent.
John Kitterman announced to
the council that the ambulance
service received a $7,000 grant.
They are considering a key-less
entry system for the ambulance
building. He also related that the
fire department received a $6,400
grant from the State Division of
Wildfire, which may be used for a
laptop pedestal printer in one of
the fire trucks so they can do their
paper work on the spot of a fire or
accident.
Mayor Hahn gave an update on
his condition. He slipped on the
street, which resulted in a brain
concussion that caused bleeding on
the brain. He had surgery to cor-
rect the problem and will have a
total recovery. He appreciates all
the support that he had received
from the council and everyone.
With no other business the
meeting was adjourned. The next
council meeting will be held on
Thursday, February 9 at 6:30 p.m.
in the Wall Community Center

Daugaard called for a new em-
phasis on creating jobs and grow-
ing the states economy Jan. 10,
while encouraging the education of
the people needed to fill those jobs.
It involves a program called South
Dakota WINS, short for South
Dakota Workforce Initiatives. A
20-point plan, South Dakota WINS
has four categories to get more
South Dakotans trained and ready
to work in a rapidly growing and
changing South Dakota economy,
said Daugaard.
Those four points include
preparing the states children;
training for skilled jobs; promoting
rural health occupations; and re-
cruiting new South Dakotans to
help fill the gap between current
skilled workers living in the state
and the needs of businesses to fill
skilled jobs.
There are 1,466 unfilled jobs in
this state, said Daugaard, in the
engineering, information technol-
ogy, accounting, and skilled
worker fields alone. He said there
are fewer than 100 South Dakota
workers in those careers receiving
unemployment benefits.
To build the states skilled work-
force, Daugaard said, he is propos-
ing the South Dakota Investing in
Teachers initiative.
Over the past four decades, he
said, there now are 50,000 fewer
students, but the states school dis-
tricts have added more than 800
teachers and 3,500 more other
staff.

Wall Badlands Area Chamber of
Commerce met Monday, January
with Brian Hammerbeck from
Dakota Mill and Grain as guest
spearker. Hammerbeck who joined
Dakota Mill and Grain in 2001 and
lives in Rapid City, said, Dakota
Mill is an Ag Business who buys
and sell all types of grain. We also
have a retail business which sells
fertilizer and other farm and ranch
supplies. Dakota Mill and Grain
has tripled grain storage in Wall
and we plan to build two more
grain bins by 2013. The business is
owned by Tom and Judy Lien of
Rapid City who also own Dakota
Mill and Grain in Belle Fourche,
Fort Pierre, Highmore, Midland,
Murdo, Philip, Presho, Rapid City,
and Sturgis.
School Report was given by Su-
perintendent Dennis Rieckman. He
reported that elementary teachers
will be attending a Title One Con-
ference in Seattle Washington at
the end of the month. According to
Rieckman the elementary school
has met certain requirement for
the nomination as a National Blue
Ribbon School. In being a Blue
Ribbon School, schools are recog-
nized for their students who
achieve at very high levels and/or
where the achievement gap is nar-
rowing. The end of the first semes-
ter is Thursday, January 12. Sen-
ior project open house will be held
on Wednesday, January 11. West
River boys basketball tournament
will be held on Thursday, Friday
and Saturday, January 12 -14.
Philip wrestling tournament will
be held on Friday and Saturday,
January 13 and 14. Friday, Febru-
ary 3 a workshop will be held at the
Wall school for 120 - 130 teachers.
Badlands National Park Super-
intendent Eric Brunnemann an-
nounced that visitation for the
park in December was 11,500 visi-
tors. Overall for 2011 visitation
was down 10.8 percent. They are
getting ready for the upcoming
summer.
Minuteman Missile National
Historic Site Superintendent
Ruben Andrade reported their vis-
itation is still up. Andrade showed
plans for the new Visitor and Ad-
ministration building. They will
break ground in August 2012 and
in January of 2014 the building
will be open.
Nadia Eisenbraun with the For-
est Service informed the chamber
they will be closed on January 16.
District Ranger John Kinney has
accepted a position in Montana and
will start there next month.
Jody Bielmaier with Golden
West stated: their scholarships are
now available and need to be com-
pleted and returned back to
schools by March 15, 2012. She
also noted that you can obtain in-
formation about e-mail scams on
their web site.
West River Electric CEO Dick
Johnson also stated: their schol-
arships are now available and
need to be completed and returned
to the offices in Rapid City or Wall
on Monday, February 13. They
have approved their budget and
Operation Round-Up applications
are available and need to be
turned in by February 28.
Dick Johnson and Kent Jordan
with Black Hills Community Eco-
nomic Development reported their
next meeting will be held on Tues-
day, January 10. Jordan informed
the chamber that a Representative
from Dakota Roots was at their
last meeting. Dakota Roots is
sponsoring a website for employers
and employees to post resumes
and employment opportunities in
South Dakota.
Robyn Miller with Black Hills
Federal Credit Union said they
will be closed on Monday, January
16. March 5, is the deadline for
their scholarships.
President of First Interstate
Bank Brett Blasius related that
their scholarships are now avail-
able. They will be selling tickets
for the Rodeo that they sponsor
during the Black Hills Stock Show
and Rodeo at the bank.
Blasius also gave the Medical
Board report. He noted that they
still have flu vac available.
Wall Ag Appreciation Supper
will be held on Friday, January 27,
The steak feed will be held from
5:30 p.m. - 7:00 p.m. National
Honor Society from school will pro-
vide entertainment and a dance
will be held after the supper.
Carol Hoffman with the Country
Cupboard informed the chamber
that they will be preparing back
pack for 10 students in Wall and
10 students in Philip. The Na-
tional Honor Society from Wall
will pack the backpacks and a con-
firmation class in Philip will do the
same.
Chamber Director Lindsey
Hildebrand gave the Neighbor-
work report. The house is still for
sale and their next meeting will be
held on Wednesday, January 25 in
the WCC at noon.
Bill Bielmaier with the Ameri-
can Legion reported to the cham-
ber that the Oratory contest has
not had a candidate for several
years. There are three scholar-
ships available through this con-
test. They will select two Junior
boys for Boys State.
Donna Curr with the Rodeo
Booster Club announced that their
next meeting will be held on
Wednesday, January 18 at the 4-H
building at 5:30 p.m. President
Josh Geigle also noted that they
are working on the Wall Celebra-
tion Rodeo.
Hildebrand in absence of Dustin
Curr gave the Celebration Com-
mittees news. They will hold a St.
Patricks party on Saturday,
March 17, at the WCC. Their
Christmas extravaganza was a
huge success and they have al-
ready booked the bands for the
Wall Celebration.
Kent Jordan with Economic De-
velopment encouraged anyone of a
club or association that hold an-
nual events to please get in contact
with Hildebrand to utilize the
WCC.
Gina Ferris with Black Hills
Badlands and Lakes announced
their next meeting will be held on
Thursday, January 26 at 1:00 p.m.
at the Black Hills Visitor Center.
She also related that the Neil Dia-
mond float in the Macys Day Pa-
rade was a huge success.
Hildebrand summarized her
IOM Conference that she recently
attended in Tucson, Ariz. It was an
intensive six core class and she
came away learning a lot and also
extended her network of other
chamber directors.
There was no old or new busi-
ness.

and chamber memberships are
due.

much per student in inflation-ad-
justed dollars, the governor said,
but there have not been significant
increases in performance over
time.
National testing scores, Dau-
gaard said, are good, but there
have not been significantly better
results. Those sizeable increases in
investment in education, he said,
are not getting us better achieve-
ment.
The key to obtaining high
achievement in the classroom, he
said, is not more spending, but ef-
fective teachers.
If the goal is to increase student
achievement, Daugaard said, our
focus must be on attracting and re-
taining great teachers. We need
clear standards, rigorous measure-
ment, and rewards for excellence.
The state is seeking a waiver
from No Child Left Behind, the
federal program the past 10 years
that sought to increase student ac-
countability and achievement. In-
stead, Daugaard said, the state
will test students at the beginning
of the year, to set a baseline, in the
middle of the year, to allow for a
mid-course correction, and at the
end.
We will measure schools and
teachers by their students
growth, said the governor, that
is, how far they move students
from the beginning of the year to
the end of the year. He said there
also will be implemented a
stronger teacher evaluation sys-
tem. All of this will be imple-
mented, he said, over the next
three years.
Beginning in the 2014-15 school
year, he said, schools will be asked
to identify their very best teachers,
the top 20 percent. Each will re-
ceive a $5,000 bonusnot to be in-
cluded in their base salaries.

Wednesday, January 11.
President Scot Eisenbraun called
the meeting to order at 6:00 p.m.
Board members Eisenbraun,
Spencer Cordes, Carolynn Ander-
son, Mary Williams, Kevin Biel-
maier and Todd Trask answered
yes to the roll call.
Board approved minutes for the
December 14, 2011 meeting and
January claims.
Superintendent Dennis Rieck-
man announced that School Board
Recognition is the week of January
9-13. Rieckman thanked the school
board for their dedication and all
that they do for the students and
school.
Anderson and Rieckman gave an
update on Impact Aid. Anderson
recently returned from a meeting
in Savannah, GA. She reported
that it was a working session. Hot
Springs, Wall and Oelrichs were
the only schools to represent South
Dakota. Trask reasoned that it is
critical that we show up to these
meeting. They could be changing
the foundation from 06-10. Rieck-
man has been reviewing the 2010,
2011, 2012 applications. He will
turn in the new applications in two
weeks. Rieckman then discussed
how Impact Aid is figured and the
laws that go with it. He stated,
Our payments will be a third of
what they use to be. Trask once
again stated, It is critical that Leg-
islators and Senators step-up to the
plate or let someone else take over.
Elementary Principal Chuck
Sykora reported that the elemen-
tary school has been nominated to
fill out an application to be honored
as a National Blue Ribbon School.
Wall Elementary Title One re-
ceived a national honor. Sykora,
Anita Heathershaw, Lorayna Pa-
pousek, Karol Patterson, Lola
Kleinschmit and Natalie Hansen
will attend the National Title One
Conference in Seattle, Wash. Jan-
uary, 20-24.
Business Manager Niki Mohr
asked for the boards approval for
the audit. The audit was approved
by the Department of Legistlative
Audit in Pierre, S. Dak. Board ap-
proved.
Rieckman informed the board
that they will hold an In-Service at
the school on Friday, February 3.
Teachers from New Underwood,
Wall, Philip and Kadoka will be at-
tending. Rieckman presented a
power point presentation on Gov-
ernor Daugaards school budget. If
the bill passes the school would re-
ceive $4520.79 that means a de-
crease of $34.66 per student if the
school does not receive the One
time money as they did last year.
Science and math teachers would
receive extra compensation for
teaching those subjects. Tenure
would no longer exist and the
school will have to tweak their No
Bullying policy since certain ver-
biage has to be included.
Trask mentioned that an indi-
vidual who would like to see the
Senior Projects modified to include
extra time for seniors to apply for
scholarships had approached him.
Rieckman said that Kelli Sundall
does a good job with the scholar-
ships that are available to the sen-
iors. He will have Sundall avail-
able at the February meeting to
answer any questions that the
board may have.
Board voted to enter into Exe-
cute Session for the purpose of dis-
cussing personnel, according to
SDCL 1-25-2.
There were no motions after the
executive session and the meeting
was adjourned.
