It providesguidelines to assist members of theservices discharging responsibilities as joint task force commanders and staffs.The manual addresses integration of multiservice doctrine for NBC defense inthree areas. It provides tactics,techniques, and procedures (TTP) forplanning NBC defense; describes NBCdefense capabilities from the services thatcould be integrated into an area of operations (AO); and outlines roles andresponsibilities for NBC defense.Guidelines provided in this manual assistcommanders and staffs in integratingNBC defense operations into the contextof all other AOs. The term “NBCenvironment,” as used in this publication,refers to an environment in which there isdeliberate or accidental employment of NBC weapons or industrial chemicals ordeliberate or accidental contaminationwith radiological materials. The
defensivemeasures described herein are useful innuclear environments to the degree thatthey provide protection against inhalationor ingestion of and skin contact withradioactive debris. This publication doesnot comprehensively address defenseagainst other nuclear effects—includingheat, blast, and direct irradiation. This publication providescommanders and staffs a key reference forthe planning and execution of serviceNBC defense operations. Further, withinthe overall concept of counterproliferationoperations (see Chapter I), thispublication focuses on the passive defensecomponent (NBC defense) of counterproliferation. The target audienceincludes commanders and their staffs,particularly those individuals responsiblefor NBC defense planning at theoperational and tactical level. Thisincludes individuals with responsibilitiesas commanders and staffs of joint taskforces. Commanders have directresponsibility for protecting their forceswithin an NBC environment. Duringoperations, failure to properly plan andexecute NBC defense operations mayresult in significant casualties, disruptionof operations, and even mission failure.
This publication is designed for useat the operational and tactical level forplanning and conducting integrated NBCdefense operations. It supplementsestablished joint doctrine and changes an Army and Marine Corps dual-designatedpublication into a multiservicepublication, defines service capabilities inconducting NBC defense, and defines theroles and responsibilities of commandersand subordinate commanders and theirstaffs in planning and executing NBCdefense.
