Flexibility means a lack of commonality, said Jack Jennings, the president of the Washington -based Center on Education Policy, which has tracked implementation of the NCLB law since its passage in 2001. He said as states shift to common standards and common tests, those worries will be eased; nearly all states have signed on to the Common Core State Standards Initiative. But until those standards and tests go into effect, he said, it will be very difficult to tell across states whats happening. absolutely SO IMPORTANT! This is the reason Duncan is saying states HAVE to have Common Core to get a waiver! You can't have COMMONALITY under the law without the COMMONALITY brought by federal intervention in standards!

Creating a state amendment to the ESEA would not. it would be much more difficult to determine that the Secretary has exceeded his authority if new requirements are couched as voluntary, as part of a package deal to obtain new forms of flexibility. The primary alternative is likely to be state amendments to their ESEA accountability plans. 3 Such changes, if approved by ED, do not require the submission of waiver requests by states, and do not require states to meet any additional requirements that might be associated with ESEA accountability waivers.

the federal government is gearing up to use the ridiculous and unobtainable NCLB 100% proficiency requirement as a bludgeon to force the last remaining holdout states to bow down and adopt Common Core . Common Core is irreversibly associated with nationalization. It already was before the latest wordabout NCLB waivers; that news doesnt create, but merely confirms, the permanent link between CC and nationalization of education.
It is being widely reportedthis morningthat in September U.S. Secretary of Education Arne Duncan will publish criteria states will have to meet to be granted waivers from the No Child Left Behind Act. (A gross violation of the Constitutions separation of powers, by the way, but that is a slightly different debate.) And the administration issignaling that, among other things,it will force all states that want relief from NCLB to adopt national curriculum standards, better known as theCommon Core.
Arnius Duncanus is at it again. Unmoved by pleas that he first do no harm when it comes to promising reforms like the Common Core State Standards Initiative, he seems compelled to attach mandates to his forthcoming NCLB waivers that will require adoption of the Common Core standards. No, his team wont mention the Common Core, but everybody knows thats what hes talking about when he calls for college and career ready standards.

Conversely, four of five Americans believe the federal government should not have a role in holding schools accountable, and that local government that is, sch American opinion of NCLB is unchanged from last year, and overall remains unfavorable, as less than one in four Americans believe NCLB has helped their local schools.
