Definition
To plan, direct, manage and oversee the activities and operations Calistoga’s RecreationServices including aquatics, recreation, and community services; to provide highlyresponsible and complex administrative support. Under direction manager plans, directsand coordinates the activities and operations of the City’s Recreation Services, includingrecreational and leisure services and the scheduling of community facilities; supervises,evaluates and participates in the work of personnel responsible for operation of thedivision; ensures safe work practices and service quality; serves as a technical resourcefor assigned work personnel; performs other related duties as required.
SUPERVISION RECEIVED/EXERCISED:
 This position receives administrative direction from the City Manager. Exercises directand indirect supervision over, supervisory, professional, technical, administrative,clerical, and non-regular staff within Recreation Services.
ESSENTIAL FUNCTIONS:
(include but are not limited to the following)
 
 
Responsible for supervising all activities, operations, and services of RecreationServices including some future planning and supervising comprehensive recreationalprograms for adult and youth sports, contract classes, and/or other recreation programsinvolving the recruitment, hiring, and supervision of group instructors, contractors andleaders in the planning of activities and events related to the aquatics, recreation, andcommunity services.
 
Provides supervision for the day-to-day administrative needs of the Community Pool,e.g., budgeting, preparation of related financial reports, oversee databases, etc.Perform related programmatic and cost analyses as needed.

Manages the, development, implementation and progress of Recreation Services goals,objectives, policies and priorities for each assigned service area.
 
Prepares and administers the Recreation Services budget; approves expenditures andimplements budgetary adjustments as appropriate and necessary for the Division’sactivities.
 
Monitors contracts for fee based programs; works closely with staff, vendors andrelated agencies.
 
Prepares grant applications and seeks sponsorships, gifts and donations for theDivision’s activities with particular emphasis on aquatic programming and facilityimprovements.
 
Identifies needed recreation facility maintenance and improvements; assists orcoordinates park repairs/construction through Public Works with contractors, anddesigners.
 
Ensures adequate recreation publicity, marketing strategies and programs, includingpress releases, brochures, pamphlets, flyers, web sites and printed schedules to meetthe necessary enrollment goals.
 
Assists in the planning and staging of community events, and special programs.
 
Establishes, within City policy, appropriate service and staffing levels; monitors, andevaluates the efficiency and effectiveness of service delivery methods and procedures;and allocates resources accordingly.
 
Responsible for the selection, training, and evaluation of Recreation Servicespersonnel; monitors work activities to ensure safe work practices, work quality, andaccuracy.
 
Works closely with and provides staff support to the City Manager, City Council,other City departments, appointed bodies, outside agencies, public and privateorganizations, and citizen groups in developing programs and implementing projectsto address issues related to Recreation Services.

Equipment, Machinery, Tools, and Materials Utilization
: Requires the ability toutilize equipment, machinery, tools and supplies used in performing essential functions,such as computer, fax machine, calculator, copier, telephone, and clerical and computersupplies.
Verbal Aptitude
: Requires the ability to utilize a variety of advisory data andinformation such as time sheets, permits, staff reports, memos, evaluations, employeehandbook, codes, plans and specifications, legislation, maps and trade journals.
Mathematical Aptitude
: Requires the ability to perform moderately complexmathematical operations in the development and management of typical budgets and inthe daily operation of an aquatic facility.
Functional Reasoning
: Requires the ability to apply principles of influence systems suchas supervision, managing, leading, teaching, directing, planning, coordinating andcontrolling. Ability to exercise independent judgment to apply facts and principles fordeveloping approaches and techniques to problem resolution.
Situational Reasoning
: Requires the ability to exercise the judgment, decisiveness andcreativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable orverifiable.
Physical Ability
: Tasks involve physical effort in the delivery of aquatic and recreationalservices in addition to associated office, which may involve some lifting, carrying,pushing and pulling of objects weighing ten to fifty pounds. Tasks may involve extendedperiods of time in the sun and out of doors as well as in an office, at a keyboard orworkstation environments.
Sensory Requirements
: Requires the ability to recognize and identify similarities ordifferences between characteristics of colors, shapes, and textures associated with job-related objects, materials and tasks.
Environmental Factors
: Ability to work under conditions where exposure toenvironmental factors such as repetitive computer keyboard use, sun exposure, exposureto typical pool chemicals and conditions, variations or extremes in temperature, odors,toxic agents, violence, noise, vibrations, wetness, machinery, disease and/or dust arepresent. The aquatic season includes long periods of hot sunny weather conditions. Thepool facility has wet and slippery surfaces.
