By Jim Akans As the 2012 Presidential campaign heatsup, health care reform once again promisesto be a top news story in the coming months. While the initiatives set to go intoeffect this year are fairly limited, there are afew new provisions to be aware of.Medicare will see the greatest number of changes. Starting January 1st, doctors who join together as “Accountable CareOrganizations” (ACO’s) to coordinate pre-ventative patient care groups will be able toshare in cost savings they achieve forMedicare, providing they meet quality thresholds for preventative treatment andreducing unnecessary hospital admissions asestablished through the new health care law. Also starting January 1st, Part D of Medicare cost sharing will change so fullbenefit dual eligible beneficiaries receiving home and community-based care services will be equal to cost sharing for those whoreceive institutional-based care. Rebatespaid to Medicare Advantage plans will bereduced while bonus payments will beoffered to high-quality Medicare Advantageplans. New procedures are also establishedfor providers and suppliers participating inMedicare, Medicaid and CHIP for screening,oversight and reporting to aid in fraud andabuse prevention. The law also requiresexisting and new federal health program toreport racial, ethnic and language data toassist in identifying and reducing health dis-parities starting March 23rd.Beginning October 1st, 2012, a value-based purchasing program will begin forMedicare to offer hospitals a financial incen-tive to improve quality of care, and skillednursing facilities, home health agencies andambulatory surgical centers will be requiredto develop and implement value-based pur-chasing programs. Hospital performance isrequired to be publicly reported, starting  with measures relating to heart attacks, heartfailure, pneumonia, surgical care, infections,and patient perception of care. Medicarepayments made to hospitals will also bereduced for “preventable” hospital readmis-sions effective October 1st.In an attempt to reduce paperwork, cutcosts and reduce informational errors in thehealth care industry, the new law institutes aseries of changes starting in Octoberdesigned to standardize billing and imple-ment rules for secure, confidential exchangeof heath information.The Health Care Reform law also creates avoluntary, long-term care insurance pro-gram; CLASS (Community Living AssistanceServices and Supports), which provides cashbenefits to adults who become disabled.However, last October U.S. Health andHuman Services Secretary (HHS) KathleenSebelius sent a letter to Congress stating HHS does not foresee a viable path towardCLASS implementation at this time. Additional information about the healthcare reform implementation timetable canbe found at http://healthreform.kff.org.

 Joburg-Lewiston Robotics Teamreceives grant from FIRST of Michigan

The Johannesburg-Lewiston High School FIRST(For Inspiration and Recognition in Science andTechnology) Robotics team, Army of Sum, wouldlike to announce the receiving of a grant for$5,000.00 from FIRST of Michigan. The grant,along with donations from Lake Superior StateUniversity, Mayfair Plastics, Zaremba EquipmentInc., and Trend Services Inc. will enable the JLHSteam to build a robot and pay for district competi-tion fees. The team must design, build and bag (lockup) their robot by midnight February 21st.Come join them at their first competition at theRebound Rumble at Traverse City High School onMarch 9th and 10th.The JLHS Army of Sum is one of the more sea-soned teams in Northern Michigan and is com-prised of young people that hope to be the leadersof technology for tomorrow. This is the teams 6th year with FIRST Robotics. During the 2010-2011season the team received several awards, includ-ing Gracious Professionalism, Innovation inControls, Imagery, and the UnderwriterLaboratories Industrial Safety Award. In the past 5 years, the JLHS Army of Sum alumni have won well over $14,000.00 in scholarships to attend col-lege.The Army of Sum is seeking a partnership withthe community to continue to provide this hands-on science and technology program for JLHS stu-dents. The Army of Sum is a non-profit organiza-tion that is self supporting and is funded by grantsand donations from the community.
