Box 1171 New York, New York 10013 Dear Mr. Rebman: I am writing in response to the letter you forwarded concerning the film entitled "The Third Jihad," which was improperly shown to some members of the New York City Police Department. This film was not and is not part of the approved training curriculum; it was projected onto a screen while training attendees were completing administrative paperwork. The New York City Police Department did not participate in its production and we do not believe the content is appropriate for training purposes. Our Deputy Commissioner of Training has reinforced this with written instructions to his academic staff. The New York City Police Department recognizes the religious and cultural diversity of the communities we serve. We continually strive to ensure that our training curriculum includes thorough and extensive instruction on the customs and religious beliefs of the different communities that comprise New York City.
