SECTION 1.
A new section of Chapter 2 NMSA 1978 isenacted to read:"[NEW MATERIAL] DISABILITIES CONCERNS COMMITTEE CREATED-- MEMBERSHIP--APPOINTMENT--DUTIES--REPORTING--STAFF--SUBCOMMITTEES.-- A. The "disabilities concerns committee" is createdas a permanent joint interim committee of the legislature. The.188466.1

committee shall be composed of six voting members and twoadvisory members. The New Mexico legislative council shallappoint three voting members and one advisory member from thehouse of representatives. The legislative council shallappoint three voting members and one advisory member from thesenate. At the time of making the appointments, thelegislative council shall designate the chair and vice chair ofthe committee. Members shall be appointed so as to give thetwo major political parties in each house the sameproportionate representation on the committee as prevails ineach house; provided that in no event shall either of suchparties have less than one member from each house on thecommittee.B. At the request of the committee chair, membersof the disabilities concerns committee may be removed from thecommittee by the legislative council for nonattendanceaccording to legislative council policy. Vacancies on thecommittee, however caused, may be filled by the legislativecouncil, or the legislative council may reduce the size of thecommittee by not making replacement appointments and, in suchcase, need not readjust party representation. No action shallbe taken by the committee if a majority of the total membershipfrom either house on the committee rejects the action.C.
