AUTHORITY
WHEREAS,
TheWashingtonMetropolitanAreaTransitAuthority
(WMATA)
providesMetrobus,MetrorailandMetroAccessservicesto
the
residentsof
the
region;and
WHEREAS,
These
systemscombinetoprovide
about
365million
passenger
tripsannually;and
WHEREAS,
TheWashingtonmetropolitanregionhascometorelyon
the
servicesoftheMetrorail,Metrobus,andMetroAccesssystemstoprovidesafeandreliableserviceto
respondtothe
mobility
andaccessibilitytravelneedsoftheregionforworkand
discretionaryactivities;and
WHEREAS,
ThecostofMetrobus,
Metrorail
andMetroAccessservicesisfundedinpartbypassengerrevenuesandinpartbysubsidiesprovidedbytheDistrictofColumbia,
theStateofMaryland,localjurisdictionsin
Virginia
and
the
CommonwealthofVirginia;
and
WHEREAS,
TheGeneralManager/ChiefExecutiveOfficer'sproposed
FY2013
budgetcallsforbalancingthebudgetwithincreasedsubsidiesfromthesupportingjurisdictions
and
additional
fare
revenue
from
fareadjustments;
and
WHEREAS,
There
isa
desire
to
consider
a
$0.05station-specific
surcharge
on
entry
and
exit
to
provide
additional
funds
for
improvements
atthat
station
for
up
to
2
stations
in
eachCompact
jurisdiction
located
within
the
WMATA
Transit
Zone
and
subject
to
further
Board
approval
of
the
proposed
improvements;
and
WHEREAS,
The
General
Manager/ChiefExecutive
Officer
recommends
thatthe
Board
of
Directors
conduct
a
public
hearing
on
the
proposed
FY2013
Capital
Improvement
Program
in
conjunction
with
the
hearings
on
the
proposed
fare
agreements;
and
WHEREAS,
Anyincreaseinfaresrequiresapublichearing
pursuant
to
the
WMATA
Compact;now,
therefore
