TITLE:
FY2013 Fare recommendations
PURPOSE:
To obtain approval for public hearings on proposed fare changes for FY2013
DESCRIPTION:
FY2013 proposed fare changes have been included in the FY2013 Proposed OperatingBudget presentation. Before the Board can consider any fare increase, the WMATACompact requires public hearings to obtain comment from the public. This action is torequest the Board to authorize the required public hearings.
FUNDING IMPACT:
This action will provide direction to staff in obtaining public input on fare changes tofinalize the FY2013 budget.
RECOMMENDATION:
Approval to hold public hearings on FY2013 proposed fare changes.

providesMetrobus,MetrorailandMetroAccessservicesto
the
residentsof
the
region;and
WHEREAS,
These
systemscombinetoprovide
about
365million
passenger
tripsannually;and
WHEREAS,
TheWashingtonmetropolitanregionhascometorelyon
the
servicesoftheMetrorail,Metrobus,andMetroAccesssystemstoprovidesafeandreliableserviceto
respondtothe
mobility
andaccessibilitytravelneedsoftheregionforworkand
discretionaryactivities;and
WHEREAS,
ThecostofMetrobus,
Metrorail
andMetroAccessservicesisfundedinpartbypassengerrevenuesandinpartbysubsidiesprovidedbytheDistrictofColumbia,
theStateofMaryland,localjurisdictionsin
Virginia
and
the
CommonwealthofVirginia;
and
WHEREAS,
TheGeneralManager/ChiefExecutiveOfficer'sproposed
FY2013
budgetcallsforbalancingthebudgetwithincreasedsubsidiesfromthesupportingjurisdictions
and
additional
fare
revenue
from
fareadjustments;
and
WHEREAS,
There
isa
desire
to
consider
a
$0.05station-specific
surcharge
on
entry
and
exit
to
provide
additional
funds
for
improvements
atthat
station
for
up
to
2
stations
in
eachCompact
jurisdiction
located
within
the
WMATA
Transit
Zone
and
subject
to
further
Board
approval
of
the
proposed
improvements;
and
WHEREAS,
The
General
Manager/ChiefExecutive
Officer
recommends
thatthe
Board
of
Directors
conduct
a
public
hearing
on
the
proposed
FY2013
Capital
Improvement
Program
in
conjunction
with
the
hearings
on
the
proposed
fare
agreements;
and
WHEREAS,
Anyincreaseinfaresrequiresapublichearing
pursuant
to
the
WMATA
Compact;now,
therefore
beit
RESOLVED,
That,
in
accordance
withSection62of
the
WMATA
Compact,
the
Boardof
Directorswill
conduct
a
seriesof
public
hearings
to
solicitpublic
comment
ona
proposedfare
increase
andother
rate
adjustments
as
shown
on
Attachment
A
to
this
resolution;
andbe
it
further
RESOLVED,
That
the
Board
of
Directors
expressly
reserves
judgment
on
whether
anyof
the
proposed
fareincreases
or
other
rate
adjustments,
are
appropriate
or
justified;
and
be
it
further
RESOLVED,
That
Staffisdirectedtodevelop
and
implement
an
outreach
program
that
will
invitepublic
inputthrough
a
number
of
ways
including
town
hall
meetings,
publichearings,online
surveys,
writtenore-mailsubmissions,
and
web
site
postings-aW
ofwhichshall
becomepartof
the
public
record
of
the
hearing;
andbe
it
further
RESOLVED,
That
the
Board
of
Directors
directs
the
General
Manager/Chief
ExecutiveOfficer
to
include
the
proposed
FY2013
Capital
Improvement
Program
in
the
public
hearingsbeing
held
in
connection
with
the
proposed
fare
increase;
and
be
itfurther
RESOLVED,
That
the
Board
of
Directorsauthorizes
the
GeneralManager/ChiefExecutiveOfficerto
report
on
the
findingsof
the
publichearings
and
thatthe
BoardofDirectorsshallconsider
these
findings
and
public
comments
in
its
deliberationsona
proposed
fareincreaseor
otherrate
adjustments-r
aswellas
in
itsdecision
on
the
FY2013
Capital
Improvement
Program;
and
beitfinally
