ABAG added the two new place types for PDA's in August 2011—"Rural Corridor" and "Rural Town Center", in conjunction with designating some of the already established PDA's as Growth Opportunity Areas (GOA's).

The category of Rural Corridor was added to the place type criteria for PDAs, and the implications of this new category are not known.

The FOCUS Overview in the Application Guidelines states that PDAs support focused growth by accommodating growth as mixed use, infill development near transit and job centers, with an emphasis on housing.

How does the category of Rural Corridor relate to this focused growth goal?

Will there be financial incentives or qualifiers on grants that conflict with an adopted Local Coastal Program? In the case of such conflicts, which will prevail? Who will decide?

TheAssociationofBayAreaGovernments(ABAG)andtheMetropolitanTransportationCommission(MTC)approachtheimplementationoftheFOCUSPriorityDevelopmentAreas(PDAs)asakeyconsiderationforthedevelopmentandadoptionoftheSustainableCommunitiesStrategy(SCS)underSB375.ThePDAscompriseanetworkofneighborhoodsthatareexpectedtoaccommodatethemajorityoftheregion'spopulationandemploymentgrowth.TheSCSInitialVisionScenario,releasedinMarch2011,wasdesignedaroundtheplacesidentifiedforgrowthbylocaljurisdictions.TheseplacesincludedthePDAs,alreadydesignatedthroughtheFOCUSprogram.TheyalsoincludedadditionalGrowthOpportunityAreas(GOAs),somesimilartoPDAsandotherswithdifferentcharacteristicsforgrowthandsustainability.Basedonlocalvisions,plansandgrowthestimates,regionalagenciesdistributedhousinggrowthacrosstheregion,focusingonthePDAsandthenewlyidentifiedGrowthOpportunityAreas.WiththeidentificationofnewareasforgrowthintheInitialVisionScenario,70jurisdictionswithintheBayAreanowhaveatleastonePDAorGOA.ThePDAsandGOAscombinedcurrentlycontain22%ofhouseholds.BasedontheInitialVisionScenariohousingdistribution,by2035theseareascouldcontainabout34%ofhouseholds,takingonapproximately72%ofnewhouseholdgrowth.ABAGandMTChaveproposedaregionalfundingprogram,theOneBayAreaGrant,thatwillsupporttheimplementationoftheSCSatthelocallevel.ThisproposalpullstogetherdifferenttransportationfundingstreamstosupportsustainablegrowthasenvisionedintheSCS.Asproposed,$211millionwillbedistributedamongcountiesbasedonpopulation,theRegionalHousingNeedsAllocation(RHNA),andactualhousingproduction.Congestionmanagementagencieswouldbeabletospendseventy-percentofthisfundingstreamonprojectsthatsupportthePDAs,andthirty-percentofthisfundingcouldbespentanywhereinthecounty.ThePDAshaveundergoneaformalprocessofdesignation,requiringcitycouncilresolutions.TheGOAs,however,haveonlybeenproposedbycitystaffatthispoint.Giventhepossibilitythatregionalfundingwillbetiedmorecloselytothescaleandqualityofsustainablegrowthwithinlocaljurisdictions,itisimportanttoformalizetheGrowthOpportunityAreasidentifiedintheInitialVisionScenario,astheseareaswillplayavaluableroleintheSCS.ThismemooutlinesaprocessforGrowthOpportunityAreastobeeomePriorityDevelopmentAreasandrecommendsanexpandedPDAcriteriatoincluderuralareasandemploymentcentersandtoensurenewPDAsareplanningforappropriatehousingdensities.
ProcessforGrowthOpportunityAreastobecomePriorityDevelopmentAreas
StaffhasconductedapreliminaryassessmentofGrowthOpportunityAreassubmittedforinclusionintheInitialVisionScenariotohighlightthatthemajorityoftheseareasseemeligibletobecomePriorityDevelopmentAreas.However,giventhepotentialroleofPDAsinRHNAandtheOneBayAreaGrant,GOAsneedtoprovidemoreinformationforproperreviewandshowformalcommitmenttobeing
 
designatedasPDAs.JurisdictionswhowanttheirGOAstobeconsideredintheSustainableCommunitiesStrategyand,thus,One8ayAreaGrantwillneedtocompleteaPDAapplicationtoprovidestaffwiththenecessaryinformationtoevaluatethearea'seligibilityandstatusasPlannedorPotentialPDAs.Aresolutioninsupportofthejurisdiction'sapplicationwillalsoneedtobesubmitted.GrowthOpportunityAreasthatdonotmeetPDAcriteriaorforwhichacompletePDAapplicationisnotreceivedwillnotbeconsideredforPDAadoptionandwillnotbeeligibleforOneBayAreaGrantfunding.OnlyadoptedPDAswillbeeligibleforthesefunds.PreliminaryAnalysisofGrowthOpportunityAreasJurisdictionssubmittedGOAsforconsiderationintheInitialVisionScenario.StaffhasreviewedtheGOAinformationsubmittedandarrivedatthefollowingsummary.Asisbeingrecommendedinthisreport,jurisdictionswhosubmittedGOAswillneedtosubmitafullPDAapplicationtoenableacomprehensivereviewforPDAeligibilitypriortomakingfinalrecommendationsforcertainGOAstobecomePDAs.Approximately52newlyidentifiedGOAsmeetthecriteriaforPDAdesignation,namelythattheyareinfillareaswithinexistingurbanizedareasandareservedbyhigh-frequencytransit.These52newareascouldaccommodateupto88,000newhouseholdsby2035.Assuch,theseGOAsaregoodcandidatesforPDAdesignation.SixGOAs(inadditiontothe52GOAsdescribedabove)areidentifiedas"RuralTownCenters"or"RuralMixed-UseCorridors".Whiletheseareascouldaccommodatemorethan1,900newhouseholdsby2035,theprimaryroleoftheseruralareasintheSCSwouldbetoimproveconnectivityandprovisionofservicesforruralresidents,ratherthansignificanthousingproduction.RuralTownCenterandRuralMixed-UsedCorridorPlaceTypeswouldneedtobeaddedasanoptiontothemenuofPlaceTypesidentifiedintheMTCStationAreaPlanningmanual,whichjurisdictionscurrentlyusetoidentifyanappropriateplacetypefortheirPDA.NineadditionalGOAsareidentifiedas"EmploymentCenters";theseareascouldaccommodateatleast7,000newjobs.AswiththeruralGOAs,theprimaryroleoftheseareasisnothousingproduction,butratherareductioninvehicle-miles-traveledthroughimprovementsintransittoandprovisionofserviceswithintheseexistingandfuturejobcenters.AnEmploymentCenterPlaceTypewouldneedtobeaddedasanoptiontotheexistingPlaceTypesidentifiedintheMTCStationAreaPlanningmanual,whichjurisdictionscurrentlyusetoidentifyanappropriateplacetypefortheirPDA.AnotherfourteenGOAshavebeenidentifiedthatcurrentlydonotmeetallofthePDAcriteria.Someoftheseareasareverysmall(lessthan20acresinsize);someareenvisionedforlow-densitydevelopmentordonothavesufficienttransitservice.However,theseGOAscouldaccommodateasignificantnumberofnewhousingunits;theInitialVisionScenarioenvisionsapproximately28,000newhouseholdsintheseGOAsby2035.StaffwillneedtomakeaformaldeterminationontheseareasbasedonadditionalinformationprovidedbythejurisdictionsinthecompletedFDAapplicationstobesubmitted.PDAswillbeencouragedtosubmitareasthatareatleast100acresinsizeortoexplainwhythatisnotfeasible.Additionally,jurisdictionswillneedtodemonstratethatnewhousingbeingplannedforintheareawillmeettheminimumplacetypeguidelines.Recommendations1)StaffrecommendsthattheplacetypemenuavailabletoPDAsbemademoreinclusiveofemployment-focusedandruralareastoadvancesustainabilityconceptsnotpreviouslycoveredbythePDAcriteria.TheEmploymentCenter,RuralTownCenter,andRuralMixedUseCorridorPlaceTypeswouldbeaddedtothesevenPlaceTypesidentifiedinMTC'sStationAreaPlanningManualthatarecurrentlybeingusedtodescribetheexistingPDAs.Asfundingmayflowtotheseareasthatarenotspecificallyhousing-focused,specificcriteriafortheseareasneedtobeimplementedtoensurethattheseareasfurther
