1. RELEVANT PREVIOUS DECISIONS
1.1. Cabinet on 22 November 2004, (decision item 11) agreed to provide a letter ofsupport for London’s bid to stage the Olympic and Paralympic Games in 2012.1.2 Agreement was made on 16 February 2010 pursuant to Delegated Powers (Officer)no. 979 that the Council enters into an agreement with London OrganisingCommittee of the Olympic and Paralympic Games (LOCOG) by signing the ‘HostBorough Co-operation and Licence Agreement’, in order to allow use of thedesignated 2012 Olympic branding at no cost, for specified non-commercial use.This agreement has been formalised.1.3 Agreement was made on 28 June 2011 pursuant to Delegated Powers (Officer) no.1353that the Council enter into an agreement with the GLA to provide the Councilwith a grant of up to £50,000 to decorate parts of the borough for the 2012 Games,and/or purchase content from the London Outdoor Arts Festival; this agreementhas been formalised.
2. CORPORATE PRIORITIES AND POLICY CONSIDERATIONS
2.1 This proposal has the potential to enhance the One Barnet 2011/12 Corporate Planpriority of maintaining and enhancing Barnet’s status as a successful Londonsuburb, by boosting the appearance of key parts of the borough during Gamestime, and helping to bring the atmosphere of London 2012 to Barnet. It is intendedthat the funding be used to ‘dress’ a number of the borough’s town centres, thusadding, albeit temporarily, to their offer as vibrant places where business canthrive.
3. RISK MANAGEMENT ISSUES
3.1 It has been considered whether the issue involved is likely to raise significant levelsof public concern or give rise to policy considerations and it is not considered thatthe issue will not.3.2 It is considered that the additional risks placed on the Council from agreement tothis contract with regards public liability, will fall within the scope of the Council’spublic liability cover in 2012.

The Council will have a role in upholding and enforcing LOCOG’s brand protectionrules. However, as with the 2012 Licence agreement, there is a process in place tomanage this.3.4 ICON have been fully and openly procured by LOCOG to design, manufacture, andinstall/de-install the bespoke London 2012 ‘Look’ dressing. The grant agreementthat the Council entered into with the GLA specified that the funding can only beused to purchase items from ICON’s Look Book or touring festival content. It wasdecided by the 2012 Lead Member, that the council wishes to only purchase Lookdressing, and not the alternative option of Touring Festival content, with the GLAgrant. Therefore if the council were not to purchase items to dress the borough, upto the value of £50k, then the funding would be forfeited.
