TheofFRANKwillrememberedasasignificanteventintheannal,sofShipSalvageforatleasttworeasons:First--andnodoubt,foremost--thesuccessfulcompletionofthisverydiffi-cultjobcanonlybeattributedtothegreatskillandgreatertenaoityofthesal-yorsonthescene.Theweathertheysufferedthroughwasfierce,andlessermenwouldhavefoundthejob"nocure"atanyofseveraljunctures.Thesesalvorscamebacktoworkaftereachofthreetyphoonshaddisruptedthem.Theyemployedjustaboutevery"standardsalvagetechnique"--pullingtackle,pumping,dewateringbyair,jettisoning,ballasting,trenchingandexplosivereaction.Theonlymajorsal-vagetechniquenotusedtoanyextentwastheapplicationofexternalliftforces,andeventhiswaspreparedforuseasalastresort.Butevengreaterskillwasrequiredtoeffectivelydevelopanduseacompletelynewsalvagetechnique--thatofFoam-in-Salvage.Allthiswasdoneonthemostinhospitablereefimaginable,intheremotenessoftheSouthChinaSea.Logisticsupportwaseveraproblem.TheothersignificantfactorinthesalvingofFRANKKNOXis,ofcourse,themilestoneuseofacast-in-placefoamfortheapplicationofinternalbuoyancy.Thisnewtechnique,calledFoam-in-Salvage,didnotinitselfsalvagethedestroyer.Whatitdid,however,wassaveher,forhadshebeenpulledfreewithherforwardtwoengineeringspacesfloodedandherseriouslyweakenedhullsagging,thehullgirderwouldhavebrokenintwo.Thebowwouldsurelyhavesunk.AndsinceFRANKKNOXisaDDR--aRadarPicket,hergreatvaluewasforward,intheCIC.Shewasatthetimeanewlyconvertedship,andthevalueofherelectronicsuit--undamagedbythestranding--waswelloyer

AlexRynecki,whoasaLieutenant,USNR,hadlearnedtheShipSalvagetradeinaSERVPACARS,andasaciviliancontractemployeesupervisedtheFoam-in-SalvageoperationsonFRANKKNOX.Thisreport,issuedbytheSupervisorofSalvage,U.S.Navy,isprimarilyintendedasacasestudy,andforuseintheU.S.NavyDivingandSalvageSchool.ItisalsoissuedtoallSalvageShipsandActivitiesforpossibleuseasaguideinfuturemajorsal-vageoperations.Thisreportiswrittencandidly.Problemsandblindalleysarefranklydescribed,asaretheadvantagesanddisadvantagesofFoam-in-SalvageatthetimeoftheFRANKKNOXoperationin
1965.
