5.1ThePanelagreedthattheprinciplesitfollowedinproducingitsreportshadserveditwellthrough1995.Theseprinciplesinclude:transparency;participationbyauthorsrepresentingthefullspectrumofrelevantscientificviews;expertandgovernmentreview;involvementofauthors,reviewersandresearchersfromdevelopedanddevelopingcountriesandcountrieswitheconomiesintransition;andparticipationofawiderangeofstakeholdersincludingindustryandnon-governmentalorganizations(NGOs).ThePanelfurtheragreedthattheyshouldcontinuetoguideitsfuturework.5.2SincetheUNFrameworkConventiononClimateChange
(UN
FCCC)becameoperative,thetypesofscientific,technicalandotherinformationitrequiresandthetimeavailablefordevelopingitneedsevaluation.ThisbecameclearimmediatelyafterthefirstsessionoftheConferenceofthePartiestotheUNFCCC(COP).Inthiscontext,thePanelexaminedthekindsofreportsithadproducedandmayproduceinthefuture.
