emergency
in rel-ationto thecurrentsituationarisingfrom
and
relatedtothe
snow,
recordiceformation,hiqhwinds,
and
rain
and
the
damage
and
minorfloodingarisingfromthoseevents,
t.he
events
between
occurring
between
January11,
2012
and January
22,
2072.
Based
thereon,Idirectthe undertakingof
such
public
works
projectsas
may
be
necessary
fortherepair
orreplacement
ofutility facifities
damaged
orimperiredby
the
events in
such
manners
setforthas r
may
determine
necessary
and
appropriate.Thisdecfarationis
basedupon
the folrowingfactualinformation, providedto
me
by theDirectorofpublic
works:
1.
The
Citymaintains public
pot^/er,
publicstreets,publicparks,potablewater
and
wastewater
treatment
systems
to serve itsresidents.
 
2.
During
the identifiedperiod,all fiveof
these
necessary
municipal
components
were
impacted,
some
of
which
suffered
damage.3.
One
or
more
of the lines
serving
thecustomers
of the electrical
system was
damaged,
thereby
disrupting
delj-very
of a crucial
service
tothe
system's
customers
duringa
periodof freezinq
weather.
Further,
significant
commitment
of
resources
\^/as
necessary
to
avoid
the
pot.entiatityof floodingof the
waste
watertreatment
plant
due
to the high flow rates
resulti-ng
from
meltlng
snow
and
large rain
events.

Major
commitment
utilizaLion
was
necessary
incritical-
areas
of theCity
in
ofstaff time
and
equipment
order
to
maintain
access
toterms
of thepotential
need
of
response.

corrective
