CANADA’S COUNTER-TERRORISM STRATEGY
FOREWORD
The events o September 11, 2001 changed the waythe world viewed terrorism. Canada played a leadingrole in the international community’s eorts toassist Aghanistan to counter the terrorist threat, topromote global peace and security, and to ensureterrorism does not threaten Canadian interests. Buteven beore that, Canada witnessed the devastatingtragedy o the Air India bombing that killed 329people, most o them Canadians. Canada’s capacityto counter terrorist threats on all ronts has increasedsignicantly. The threat persists, however, and recentevents in Norway remind us that threats can comerom dierent directions, and that we cannot aordcomplacency in the ace o a complex and evolvingthreat.I am pleased to present this Strategy,

, which sets out Canada’sapproach to tackling this global and domestic threat. The Strategy reects the ongoing and multiacetedactivities o government departments and agenciesthat are involved in counter-terrorism. For the rsttime it sets out, in a coherent and unied ormat,how these activities contribute to the Government’sStrategy or countering terrorism. The Strategy enshrines the Government o Canada’sexisting approach to countering terrorism. Inconjunction with commitments made in theDecember 2010
Government o Canada Response tothe Commission o Inquiry into the Investigation o theBombing o Air India Flight 182
, it will help to organizeand prioritize counter-terrorism initiatives andinvestments and ensure that Government activitiesaddress the risks we ace.Ensuring the saety and security o its citizens is a keypriority or this Government. This objective cannot bemet by the ederal government alone. Partnership iskey to ensuring this security. Only through workingwith our international allies, and through eectivecooperation with all levels o government andcivil society, can we achieve these goals. I rmlybelieve that it is thereore in our shared interest tounderstand the terrorist threat—and to understandthe Strategy or conronting it.
