Hon. Tabanda asked the monthly rental of the stalls, when will the start of the occupancy of the lessees, the city services fees and the area of which is to be rented. There was no clear measurement on the area of the stalls. An inquiry was made for the decline of 33% in tourist arrival in the City of Baguio during the third quarter of the year, and other possible ways of that can be done in order to solve the problem. What are the solutions that can be done by the Tourism Department of Baguio.

The inquiry of Hon. Tabanda is for the benefit of the lessees on order to avoid confusion before the lease will take effect.

Specified or exact rental fee should be imposed, fairly with the measurement of the stalls to be rented by the vendors. Advertisement in the newspapers or through televisions should be given focus about why Baguio should be visited from time to time. The resolution passed by the Barangay Council should be amended.

Ordinance prohibiting any person, owner, operator, administrator, manager or person in charge of operation of restaurants, eateries and other similar establishments to allow 18 years old to stay, loiter or be seated at designated smoking areas within the subject establishments providing penalties for violation thereof and for other purposes.

City council should see the practical applicability of this proposed ordinance, whether it would be prejudicial to the interest of the establishments enumerated thereof. We already have ordinances related to this where the owners, managers, or operators are mandated to even post on their walls or to any visible places within their vicinity to prohibit minors during school days to standby thereat. This proposed ordinance would not be vetoed by the City Mayor. We already have a lot of similar ordinances which are in nature same but are not effectively or even not implemented; and may have a tendency of conflicting with each other.

Hon. Fred Bagbagen

The resolution is well presented and of urgency. Knowing for a fact that the Irisan dumpsite had been the culprit of the dilemma being faced by the City Government.

Questions already raised shouldnt be repeated anymore, so that other questions related to the matter may be given the time to be clarified.

Extensive investigation must be conducted by the City Government to know who and what is the cause of such incident.

GUEST

DATE June 27, 2011

NAME OF THE GUEST Simeon Hora (A resident and applicant of a land located in Barangay Leonilla Hill, Baguio City)

TOPIC 1st Indorsement dated 27 May 2011 of Hon. Isabelo B. Cosalan Jr. forwarding for proper committee referral preferably to the Committee on Laws the letter dated 26 May 2011 of Atty. Dennis Ernesto G. Ruiz, Attorney IV, City Legal Office, Baguio City, regarding the letter-opposition of the residents through Atty. Eric

REACTION It was found out during the discussion that Mr. Hora did not comply with all the conditions laid by the Committee on Urban Planning, Lands and Housing.

SUGGESTIONS The city council should make a special body in investigating and surveying special cases like this in order to avoid wasting efforts and time in discussing issues like this.

July 11, 2011

Mr. Elmer Corpuz (Sourcing Manager, Sitel Philippines Corporation SITEL)

Santos to the application of Mr. Simeon Hora over a road lot located at Leonila Hill, West Bayan Park Barangay, Baguio City and praying that the City Council consider the withdrawal of the conditions given to the applicant during the City Council Session dated 05 April 2011 and outright deny Mr. Horas application on the road lot. The guest was invited and has been requested to answer the inquiries on the matters relative to the proposed resolution, and to give explicit details on the repainting works of the waiting sheds in the City of Baguio.

It is probably true that the recommendation of the respectful Honorable involving with the strict compliance of the terms and condition provided in the Memorandum of Agreement is justifiable. However, in connection with the proposed repainting works of the waiting sheds and encourage the SITEL company to alter the color of the company logo from red to gray, and modify the painted letters into a smaller font size is excessively

Right procedure and motions must be observed and must be raised, so that after the discussion of the facts, they should come up with solutions that will serve their intention to all their questions,

The discussion during the regular session was focused on the mechanics of separating Baguio City Electric System from BENECO and its advantages and benefit, as well as the obstacles in connection of its separation, which was questioned by Hon. Rondez. July 25, Ms. Cordelia Ms. Lacsamana has 2011 Lacsamana been requested to (City attend the regular Environmental and session to answer Parks Management the inquiries of Officer) the Board of Council and to provide a detailedinformation on the Environmental Recycling System operations particularly on the proper allocation of funds to cover services of solid waste management. burdensome or too costly to the company. Those issues raised by Hon. Rondez during the discussion may somehow essential, but the Board of Council need not necessarily be fixated on such kind of matters (such as the distinctions, steps, procedures, and the like).

I agree with the inquiries of the council in order to shed light on the matters.

The queries pointed out by the Board of Council is permissible, and the problem necessarily needs to exposed in a comprehensive evaluation particularly on the matters relative to the operation of Environmental Recycling System including the accurate allocation of funds to cover services of solid waste management.

Garbage is the biggest dilemma of the city of Baguio, funds should be allocated for their right purpose and not for other matters. The city council should look deeply into this in order to monitor its allocations.

The recommendation of Hon. Rondez to amend the resolution first before obtaining its approval

The barangay officials and the residents should first deliberate the resolution being

the Barangay Resolution of Pacdal entitled, A resolution requesting the Honorable Members of the City Council to approve the use of Pacdal covered court, to display or sell all Pacdal livelihood products from Monday to Saturday.

is unjustifiable, whereas, the proposed changes (the use of Pacdal covered court to display or sell all Pacdal livelihood product will be held only during Sundays) would be repressive for the individuals who are involved with the livelihood.

endorsed by the barangay. Suggestions and the approval of the residents should be gathered first before presenting such resolution to the City Council. Further, there was already a similar resolution being granted by the City Council.

August 15, 2011 August

Whereas, such Barangay resolution has been entreated for its amendment, that the use of Pacdal covered court to display or sell all Pacdal livelihood product will be held only on Sundays and not on Monday to Saturday, in order not to prejudice other activities and program which the covered court maybe intended to be used for such occasions. presentation of the proposed ordinance the advantages and disadvantages on the reduction of the existing pedestrian lanes along the stretch of Session Road are well established by the invited guest. The advocacy of the respectful Honorable vis--vis the proposed city regulation is well permissible. However, miscalculations on the motion and recommendation are still ambiguous and unsettled. Mr. Tabin had not presented documents that can show the funds being questioned, thus, he had accurately and comprehensively answered the questions being asked by the City Council.

consolidation of the pedestrian crossing should be first introduced to the public, for them to be able to state their suggestions regarding the matter. The public is the one affected regarding the consolidation. The proposed consolidation should be first tested for a period of time for the City Government to see what are the advantages and disadvantages it. Representatives and invited guests must be prepared. They should be able to show documents to prove that their statements are true.
