In all of our negotiations with the team and discussions with youand other state leaders, Ramsey County has strived to remain flexible, to problem-solvecreatively and to work, at all times, in the best interests of the people of Ramsey County and theState of Minnesota.Below we present our third comprehensive financing plan for the stadium development, a menuof funding options that capture user fees and site-specific taxes totaling up to $20.6 millionannually, or $618 million over the 30-year life of the project. This financing plan, unlike othersbeing discussed at the Capitol, is solid, workable and feasible. The anticipated financing beginsimmediately. It does not divert existing funding from other public purposes.In the past year, we have made two previous stadium financing proposals, but you asked us tobring forward another alternative that does not rely on a countywide tax. We are pleased tobring a menu of entirely user-financed options that stay focused on the Vikings stadium and donot complicate the proposal with other issues. We ask for your support to make this plan areality.Over the past year, we have negotiated the purchase and cleanup of the needed land for thisproject. This week, the Ramsey County Board awarded a fixed-price pollution cleanup contract
