DearMr.Palumbo:AttherequestoftheRhodeIslandDepartmentofTransportation(RIDOT)CommonwealthEngineers&Consultants,Inc.(CE&C)conductedanOutofStateLicensePlateSurvey(LPS)fortheSakonnetRiverBridgeNo.250.Thepurposeofthissurveywastoobtainthenumberofout-of-statevehiclescurrentlycrossingtheSakonnetRiverBridge.Thedatacollectedwasexpandedtoapproximatethevolumeofoutofstatetrafficthatcouldbeexpectedoverthecourseofayear.ThisvolumeoftrafficwillbeutilizedintheSakonnetRiverBridgeTollFeasibilityStudythatistobepreparedbyJacobsGroup.Thetrafficsurveywasconductedontwoseparatedays;ThursdayJanuary26,2012,andSaturdayJanuary28,2012betweenthehoursof7:30AMand4:30PM.CE&CpositionedstaffattheRoute

24northboundandsouthboundweightstations.ThesouthboundweightstationiswestoftheSakonnetRiverBridge(Bridge)inPortsmouth,RIandthenorthboundweightstationiseastoftheBridgeinTiverton,RI.Thestatelicenseplatesidentifiedduringthissurveywerecatalogedfor;RhodeIsland,Massachusetts,Connecticut,NewHampshire,Vermont,Maine,NewYork,NewJersey,andOther(allotherstatesnotlistedabove).ThesestateswereselectedbasedontheirproximitytotheBridge,andtheprobabilitythatthesestateswouldcomprisethemajorityoftheout-of-statevehiclesthatcanbeexpectedtopassingovertheBridge.ThestateplaterecognitionwillbeusedtoidentifythepercentofoutofstatevehiclethatcurrentlyoffertheEZ-Passtollcollectionmethodandthosethatdonot.Inadditiontothelicenseplatesurvey,CE&Cstaffcountedtheoveralltrafficvolume,andvehicleclassification.Thesenumbers.wereusedtocalculatetheexistingMonthlyAnnualDailyTraffic(MADT),theAnnualDailyTraffic(ADT)forthatdayandtheAverageAnnualDailyTraffic(AADT)basedonthatdayfortheBridge.ThedailytrafficvolumeswereexpandedontoapproximatetheyearlyADTandAADTusedinthetablesbelow.CE&CiscurrentlycoordinatingwiththeStateTrafficManagementCenter(TMC)toobtaintrafficvideooftheBridgewhichcouldbeusedtogatheradditionaltrafficdateforvariousdaysoftheweek.Basedone-mailsfromtheTMCthevideorecordingislimitedtoaperiodof8hourmaximum,anda24hourtrafficvideocountwould
