In January the Elm Springs
School received twelve books from
THE WILL JAMES SOCIETY
with the help of Gary Verhaeghe,
President Will James Society. Mr.
Gary Verhaeghe was a visitor on
the Lonnie Arneson Ranch at Elm
Springs last fall.
Having seen the local school at
Elm Springs, he put the wheels in
motion, with the help of Teri Ann
Ramsdell, for the students to re-
ceive these wonderful books.
The books reflect the western life
style and are very high interest for
readers of all ages. The students at
Elm Springs School sent thank you
notes to Charlie Nightengale, Di-
rector of Gifting, in Idaho. The stu-
dents have enjoyed reading the
sent selections.
The Will James organization pro-
vides books free to schools, li-
braries, or military units for those
who are interested in the whole-
some western genre stories, writ-
ten and illustrated by Will James.
The Will James Society is a non-
profit organization dedicated to
preserving the works and memory
of a great western author and
artist, Will James. It serves as a
catalyst for those interested in Will
James.
The Will James Gifting Program
is the Society's way of bringing the
wonderful stories written and illus-

trated by Will James to communi-
ties where people, young and old,
can read about the cowboy experi-
ences of Will James. He writes
about horses, rodeos, and the cow-
boy way of life, like only a true
cowboy can.
Hardcover reprints of Will
James' books are donated to school
and public libraries throughout the
USA and Canada. Softcover copies
of his books are also sent to mem-
bers of our armed forces around
the world.

2011.
The Society needs help to con-

around the world.

Wall School Board met on
Wednesday, February 8, with
board members: Scot Eisenbraun,
Pam Johnson, Spencer Cordes,
Carolynn Anderson, Mary
Williams, Kevin Bielmaier and
Todd Trask present. Superintend-
ent/7-12 Principal Dennis Rieck-
man, Business Manager Niki Mohr
and Elementary Principal Chuck
Sykora were also in attendance.
Board approved the agenda and
consent agenda for the minutes of
January 11, 2012 board meeting
and February claims.
Johnson congratulated the One
Act Play for making it to state.
Wall School Counselor Kelli Sun-
dall was asked by Superintendent
Dennis Rieckman to come before
the board and address scholarship
preparation for the seniors. Kelli
said, last year seniors received
$41,000 in local and outside local
area in scholarships. That number
does not include academic or ath-
letic scholarships. One senior from
last year received over $30,000 and
four others received $15,000 in
scholarships. She has been work-
ing with this years seniors to help
them meet deadlines since the be-
ginning of the year. She also has a
senior calendar on the Wall School
website so they know what schol-
arships are out there and a check-
list to help them apply to colleges
and vo-tec schools. Kelli explained
that she sends out reminders
through e-mails to seniors and par-
ents on scholarships and is avail-
able to help them with questions
before and after school about schol-
arships.
The board voted to declare the
1994 Chevy Suburban and 2002
Astro Mini van as surplus. They
will obtain three appraisals for the
vehicles and will publish them in
the paper for two weeks. Sealed
bids will be opened at the next
meeting. Rieckman and Head Cus-
todian Dan Hauk are planning to
pick-up the new Suburban on
Thursday, February 9.
Elementary Principal Sykora
stated that they are preparing for
Kindergarten screening to be held
on Friday, April 13. They are ob-
taining names and addresses of
five year olds and he asked to
please call the school if you have
any questions or know of any po-
tential kindergarteners that they
may be unaware of.
Linda Daugaard is planning to
celebrate Dr. Suess birthday with
the Wall students on Thursday,
March 1. She will also be at the
Big White School.
Sykora reminded all parents of
the upcoming parent/teacher con-
ferences to be held on Wednesday,
February 13 and Thursday, Febru-
ary 14.
Monday, March 5, they will hold
a Title One meeting and on Mon-
day, March 12, a Consolidation ap-
plication meeting will also be held.
Superintendent Rieckman
handed out attendance sheets and
the school is at 95.34 percent. They
have a total enrollment of 242 K-
12 students.
Gymnastics regions will start on
Saturday, February 11 and state
will begin on Friday, February 17
and Saturday, February 18 in
Brookings.
Wrestling districts 7B will be
held on Saturday, February 11, in
Philip. Regions 4B will be held in
Mobridge on Saturday, February
18. State B wrestling will be held
in Rapid City on Friday, February

24 and Saturday, February 25.
South Dakota Childrens The-
atre auditions will be held on Mon-
day, February 27.
Rieckman handed out an Impact
Aid letter to sign as a school board
group and letters so the Badlands
Chamber and Wall City Council
can sign and send back in support
of HB1342.
Rieckman also related that
School Board Day is Wednesday,
February 15, in Pierre. He is
watching Senate Bill 124, which
was heard in the Senate on Tues-
day, February 7, Governor Bill
1234 and several others.
An in-service, which was held on
Friday, February 3, at the Wall
School was well attended and well
received by teachers and school ad-
ministrators. They are hoping to
hold one again next year.
A motion to enter into executive
session for the purpose of dis-
cussing personnel, according to
SDCL 1-25-2 was made and car-
ried.
Board entered out of executive
session and the meeting was ad-
journed.
The following students were in-
advertently left off the Wall High
School honor roll for the second
quarter.
Honor Roll
Gold (3.75 - 4.0):
Twelfth Grade: Cheyenne Deer-
ing, Kyle Harris and Krysta Kjer-
stad.
Eleventh Grade: Analise Gar-
land and Elizabeth Sykora.
WHS honor roll
Ambulance District, Airport Wa-
terline and Lagoon issues were a
few of the topics discussed at the
Wall City Council meeting held on
Thursday, February 9.
City Council members present
were: Bill Leonard, Pete Dunker,
Rick Hustead, Jerry Morgan and
Mike Anderson. Mayor Dave Hahn,
Finance Officer Carolynn Ander-
son, Chamber Director Lindsey
Hildebrand and Public Works Di-
rector Jeff Clark were also in atten-
dance. Stan Anderson was absent
from the meeting.
Council approved the agenda for
the meeting.
Deputy Darrin Ginn gave the po-
lice report. He informed the coun-
cil that they exceeded the hours by
a lot and there was nothing impor-
tant to note.
BJ Dartt approached the council
about running a temporary water
line down to Darla Wolfs pasture
that is across from the dump. He is
renting the land to run about 20
head of cattle on during the sum-
mer months. Dartt estimated that
they would drink from 400-800 gal-
lons of water per day. Finance Offi-
cer informed the council that Dartt
will have to pay commercial rates
for the water and will have to pay
for a full year. Council made a mo-
tion and approved the temporary
service with a years payment.
Councilman Leonard announced
the resignation of three library
board members: Mary Erz, Ron
Ochs and Sandy Fellers. The Wall
School Counselor Kelli Sundall has
been interviewing juniors and sen-
iors to work one day a week at the
library. Leonard wanted the coun-
cil to know what a good job Wendy
Brunnemann has been doing and
recommended to the board that she
be given a pay raise from $8.00 an
hour to $9.50 and to change the
hours at the library. C. Anderson
stated to the council that she does
not deny that Brunnemann is
doing a good job, but it would be
lopsided to give her a big pay raise
when the other city employees did-
nt get as big of a raise. Morgan
said, no doubt Brunnemann is
qualified, but he could see where
C. Anderson was coming from. C.
Anderson recommended to the
council a raise of .75 cents an hour
for Brunnemann and the high
school student work just five hours
a week and be paid $7.50 an hour.
Council made a motion to accept
the resignation of Erz, Ochs and
Fellers and to accept recommended
appointments of Megan Hoffman,
Gwen McConnell and Jonny
Holsether to replace them. Council
then approved the pay raise for
Brunnemann and pay and hours
for the additional person. Council
then was given a list of past due
books. After much discussion they
approved a motion to have one of
the city deputies deliver a bill to
each person who has over due
books. Leonard informed the coun-
cil the library has South Dakota E-
Books in which some are on loan
from the Rapid City Library and
for everyone to stop in check out
the new computer and door that
was recently installed.
Larry Gravatt who is working
for the ambulance district gave an
update on the formation of the dis-
trict. Gravatt read their mission
statement and also related there is
a tremendous need for this service
due to the I-90 corridor and rural
areas. They have reviewed differ-
ent tactics to present to the citi-
zens at the Wednesday, February
15 meeting. Gravatt would like to
see all of the city council become
more involved in the plan. Re-
serves for the ambulance will be
gone in a couple of years, which
will result in no service for the
area. Gravatt then stated since the
City of Wall owns ambulance as-
sets, he would like the city to come
forward and transfer the assets on
subject of formation of the ambu-
lance district for $1.00. He also
noted that salaries will increase
and we need to secure a good solid
revenue force and this can be ac-
complished by the city council sup-
porting the district by the tune of
$50,000 a year. Gravatt has also
visited with different entities
about also supporting the ambu-
lance district. He stated, he is try-
ing not to force the issue down any-
ones throat and he would like to
solve this problem. The ambu-
lance district would have five di-
rectors to sit on the board to assist
himself and Pete Dunker. He will
be asking for volunteers to sit on
the board at their February 15,
meeting. Hahn informed the coun-
cil that the Fire Department will
probably have to do this in five to
10 years and yes this is taking a
good bite out of our budget. Jim
Kitterman related if we stop and
look at our law enforcement, fire
department and ambulance where
do you get your bang for your de-
partment? Not the $100,000 law
enforcement department but the
fire department and ambulance
that have 24-hour service. Hahn
proceeded to tell the council mem-
bers that they didnt need to reach
a conclusion tonight but we have to
give this issue a great deal of
thought. Gravatt ended by saying
there will be guest speakers at the
meeting and he would like to gen-
erate a good question and answer
portion for the meeting and his
number one priority for the meet-
ing is to establish a board and to
bring information to the audience.
Council approved a motion to pay
Gravatt $12.00 an hour and to also
pay state rate on mileage.
Council approved to waive the
fees for Dakota Mill and Grain
who removed a building.
Hahn asked Public Works Direc-
tor Jeff Clark to establish a policy
on sanding parking lots and to
bring it to the next meeting.
The condition of Walls Main
Street was discussed. Kitterman
has talked to the engineer who
said it is the responsibility of the
contractor to maintain the street
from start until the street is fin-
ished. Clark informed the council
that the project might start back
up in a week or two; depending on
the weather.
The lagoon issue has become a
problem, Kitterman said since the
work that was done last spring is
not working. Clark stated,
Sewage is filling back into the
inlet and we will have a bigger
problem if this isnt taken care of.
Hahn stated, The sewer commit-
tee needs to take a look at this and
come back with recommendations
to the next meeting. The commit-
tee, city employees and a waste
water tech will take a boat out on
the lagoon to see what needs to be
accomplished. (Pictures to follow).
Hahn doesnt think that commit-
tees are being utilized enough for
decision-making. Council made a
motion to use the chain of com-
mand anytime money is being
spent it goes to the committee first.
Motion carried.
FAA will fund a two-inch water
main up to the new building,
which is being proposed at the
Wall Airport. Hahn asked the
council if they wanted a six-inch
water main instead. The city
would then be responsible for two
thirds of the cost and FFA would
pickup the remainder. Hahn esti-
mated that the cost to the city for
the six-inch would be around
$16,000, which would also include
a fire hydrant. C. Anderson related
that the funding would have to
come from the water department.
Morgan asked if the water commit-
tee could make the decision of
what size water main to go with.
Hahn thought it would be better to
delay the decision until they could
get a more accurate estimate.
Hahn then presented the city
the to do items. He asked do we
drop the issue or continue with the
list. A member of the council said
its picky and unimportant. Kitter-
man interjected we dont need to
drop it, but keep plugging away
and get the items cleaned up. Each
personnel committee will be in
charge of items that need to be ad-
dressed. Kitterman said, Safety
needs to be a priority. A motion to
have the Policy committee address
the problems and establish prior-
ity was approved.
City minutes were approved.
Council approved City of Wall
bills and pay request for stored
material for main street project
were approved. Fire Department,
Ambulance, Library and Cemetery
bills were also approved.
Finance Officers items were hol-
iday pay and church refund re-
quest. C. Anderson informed the
council that when the public works
department is on duty on holidays
they received holiday pay and was
wondering if Lindsey Hildebrand
would be entitle to the same pay
since she had to travel on a holi-
day. Kitterman then asked the
council about sick leave. If a city
employee has a doctor appoint-
ment they cannot use sick leave
but rather vacation time for the
appointment. C. Anderson rea-
soned that the city has to allow the
time for a doctor appointment but
an employee doesnt have to be
compensated for it. Hustead
agreed with C. Anderson. He went
on to say that Wall Drug doesnt
have sick leave and we have a gen-
erous sick leave policy, comp time
and also compensate Clark for the
time. M. Anderson stated; We just
spin our wheels and dont know if
we can ever come to a decision that
is really fair. The issue was tabled
for three months. St. Patrick
Church is requesting a refund on a
building permit. Since the ordi-
nance was established after the
church had filed their permit a mo-
tion to disapprove anything prior
to the ordinance was approved.
Public Works items: Extra
Reader Gun, Authorize engineer to
start work on curb and gutter proj-
ect, Authorize windows for com-
munity center and new regulations
coming for water and wastewater.
Kitterman requested an extra
reader gun for reading meters. A
motion to have the water commit-
tee look into the issue was ap-
proved. CTEC is reviewing the
curb and gutter project. The street
committee will look at the engi-
neers recommendations and come
back to the next meeting with their
recommendations. The windows
for the community center were
sent to the Community Center
Committee. Clark wanted the
council to be aware of the new reg-
ulations for water and wastewater.
The new rules could cost the city a
lot of money.
With no other items to be dis-
cussed the meeting was adjourned.
The next city council meeting
will be held on Thursday, March 8
at 6:30 p.m., in the Wall Commu-
nity Center meeting room.

March 1, 2012, will mark the pri-
ority deadline for filing an applica-
tion for the Shakopee Mdewakan-
ton Sioux Community Endowed
Scholarship at the University of
Minnesota for the 2012-2013 school
year. The SMSC Endowed Scholar-
ship was established in 2008
through a $2.5 million gift from the
Shakopee Mdewakanton Sioux
Community into a matching en-
dowment fund, creating a $5 mil-
lion endowment to provide scholar-
ships for American Indian stu-
dents. While the final deadline for
submission of applications is not
until September 1, 2012, prefer-
ence will be given to applications
postmarked by March 1, 2012. Ap-
plications postmarked after Sep-
tember 1, 2012, will not be ac-
cepted.
To date, 60 students have re-
ceived the Shakopee Mdewakanton
Sioux Community Endowed Schol-
arship.
We encourage qualified gradu-
ating high school students from
any state who are planning to at-
tend any of the University of Min-
nesota campuses to look into this
scholarship. While preference is
given to enrolled members of feder-
ally recognized tribes, students
who qualify under the Indian Edu-
cation Act are also eligible if they
meet the other requirements, said
SMSC Chairman Stanley R.
Crooks.
The SMSC scholarship program
is designed to recruit and retain
talented American Indian students
with demonstrated financial need
to the University of Minnesota. The
SMSC Endowed Scholarship at
U of M applications available
SMSC scholarship program is ad-
ministered by the University's Of-
fice for Equity and Diversity. The
primary goal of the SMSC scholar-
ship program is to support incom-
ing University of Minnesota fresh-
men and transfer students with
demonstrated financial need.
A smaller number of scholar-
ships may also be awarded to qual-
ified newly-admitted graduate and
professional students in specific
disciplines. For undergraduates,
scholarships are renewable for up
to four years or until graduation
(whichever comes first) contingent
upon academic performance. For
graduate and professional stu-
dents, the length of funding is con-
tingent upon academic perform-
ance, the school of enrollment, and
degree program and will be deter-
mined on a case-by-case basis.
Grades and financial need deter-
mine if the scholarship is renewed
for the following school year for
each student.
The SMSC Endowed Scholar-
ship celebrated a milestone in the
spring of 2011 when their first
graduate, Korina Barry (Leech
Lake Band of Ojibwe), graduated
from the U of M, Minneapolis cam-
pus with a Masters degree in So-
cial Work. Korina is the first of
the 60 students who have received
the Shakopee Mdewakanton Sioux
Community Endowed Scholarship
to graduate.
Scholarship recipients thus far
have come from across the country
and from a number of different
tribes. They come from Arizona,
New Mexico, Wisconsin, Illinois,
South Dakota, and North Dakota.
More than one-quarter of the stu-
dents are from Minnesota. Stu-
dents previously awarded the
SMSC Endowed Scholarships
come from as far as New York,
Utah, Oklahoma, and Colorado.
Previous recipients have majors as
diverse as Forensic Science to
Music to Biochemistry to Den-
tistry.
In todays society, an education
is essential, especially for our In-
dian people. We need our young
people to protect our tribal sover-
eignty, said Chairman Crooks.
To be considered for an SMSC
scholarship, students must meet
the following criteria:
Admission to one of the Univer-
sity's of Minnesota's five campuses
(Twin Cities, Crookston, Duluth,
Morris, or Rochester) as a full-time
undergraduate or graduate stu-
dent.
Enrollment or eligibility for en-
rollment in a federally-recognized
tribe or students who qualify
under the Indian Education Act

dents must have an academic focus

Philip teams proved their worth
in the event that continues to in-
crease in popularity for both spec-
tators and participants at the
Black Hills Stock Shows ranch
rodeo January 31.
Sixty teams entered the 2012
contest. The 240 team members
represented nine states. The 2011
event drew 53 teams from eight
states.
The Crew Crop Insurance #2
team from Philip again took top
honors. Members were Jeff Nelson,
Philip, Jake Nelson, Creighton,
Colton McDaniel, Philip and
Tucker McDaniel, Hayes.
Coming in second was the First
National Bank in Philip team. Its
members were Luke VanderMay,

The Chris Lurz Memorial Award
that was awarded at the final dis-
trict 7B wrestling tournament held
in Philip on Saturday, February
11, 2012.
This is the 13th and last time
this award will be given out, as the
state is doing away with district
wrestling tournaments after this
year, so the family decided not to
continue the award.
This years recipient was Clint
Stout who wrestles for the Philip
Area Scotties. Clint is the son of
Jerry and Annie Stout and a jun-
ior at Kadoka High School, with a
27 and 7 record going into regions
next weekend.

f there is one thing that
God would have His peo-
ple do amid the rising
apostasy of our day it is to
show their colors. As the
enemy comes in like a
flood, even Bible-believing
Christians are apt to hide
a banner which they
should unfurl and boldly
display. That banner is
Christ. How many believ-
ers fear to speak up for
Him because His name is
increasingly despised!
But, as in any war of any
size, many and varied
flags are carried into bat-
tle, this is so in the Chris-
tian conflict too, for the
Bible, godly living, faithful
comrades, etc., are all
banners by which we
should take our stand,
flags we should display.
One such banner is fun-
damentalism, a slogan, a
battle cry, which many be-
lievers are putting aside
and hiding away just when
they should display and
wave it boldly. Some, rec-
ognizing the spiritual de-
cline among fundamental-
ists, prefer to be called
simply believers or Chris-
tians. We can appreciate
this point of view but do
not feel it is valid in this
time of spiritual crisis.
At a time when the fun-
damentals of the Christian
faith are being threatened
as never before, we can
do much to show that we
stand for these basic doc-
trines, identifying our-
selves openly with them
by calling ourselves fun-
damentalists. The rapid
pace at which the apos-
tasy is rising about us
makes it the more urgent
that we display this ban-
ner. We believe that there
is strong Scriptural sup-
port for this view, e.g., in
Acts 23:6, where we read
that Paul called himself a
Pharisee to show that he
stood for basic Bible doc-
trine and against those
who denied it.

ular meeting on Monday, February 6,
2012 at the community building. Board
President Justin Crawford called the
meeting to order at 7:02pm with board
members Dorreen Skillingstad and Stan
McNabb present. Persons attending the
meeting were Tammy Green.
Motion by Justin, second by Dorreen to
approve the January 2nd minutes as

There was discussion on animal licens-
ing at this time. Dorreen commented she
had contacted several people who have
not licensed their animals in the past
about getting them licensed now. Letters
will be sent to all citizens that are known
to have animals.
A letter was received from the Willey's
explaining their water rate should be res-
idential only and not commercial/residen-
tial. They no longer rent rooms out in their
motel and have not done so since 2010.
The consensus of the board was they are
a residential rate.
Tammy commented all meters have
been repaired that weren't working; there-
fore everyone should being turning in ac-
curate readings each month. Everyone
will be notified by letter, to read their
meter each month or an extra charge will
be added if Tammy has to read the meter,
this is by ordinance.
Clean up Day was discussed and a
date will be set for May at the April meet-
ing.
With all business complete, Justin ad-
journed the meeting at 7:58pm.

The Quinn Town Board met at 7 pm on
Monday, February 6, 2012, at the Quinn
Community Center with the following
members present Kevin Wenzel, Patty
Coleman and Juston Eisenbraun. Others
present were Lorna Moore, and Finance
Officer Deborah Bryan.
Motion by Kevin, seconded by Patty to
approve the agenda, motion carried.
Kevin made a motion, seconded by Jus-
ton to approve the minutes of the last
meeting, motion carried. Motion by Kevin,
seconded by Patty to approve the finan-
cial statement, motion carried.
Election day for the Town of Quinn will
be June 5, 2012, for one three year term.
The yearly report was presented to the
board by Finance Officer Deborah Bryan.
Patty reported that solar lights for the flag
are too expensive. Patty will find a light
and have TLC Electric do the work. Floyd
Kjerstad is paying for the electricity in the
park, it was reported that even after Floyd
is gone, his capitol credits will pay for the
parks electricity. Deborah gave Kevin the
2012 liquor license for the Two Bit Saloon.
Motion by Juston, seconded by Patty
to pay Swenson Partnership $960.00 for
trucking the road grader from Huron to
Quinn and to pay SD Federal Property
Agency $14,900.00 for the road grader,
motion carried.
Lorna reported that there will be a ben-
efit for the Quinn Community Center and
the park on February 12, bingo starts at
2:30; entertainment at 4:30 with soup and
corn bread supper at 5:00 p.m.
