WhereasGovernmentofIndiaenactedtheNationalRuralEmploymentGuaranteeAct2005dated07.09.2005andframedAuditofSchemesRules2011on30.06.2011,inexerciseofpowersconferredinsub-section(1)ofsection24ofMGNREGA2005.Whereastherule3ofthesaidnotificationmakesitcompulsorytoStateGovernmentstonotifytheSocialAuditSchemeRules2011,inexerciseofthepowersconferredundersection32ofMGNREGA2005,theGovernmentofKarnatakaherebymakeandnotifythefollowingSchemeimplementationofSocialAuditinKarnataka.
I.Short-titleandcommencemenl:-
1.TheserulesmaybecalledtheMGNREGASchemeImplementationofSocialAuditrules2011inKarnataka.2.Forthepurposeoftheserules,auditofschemesshallincludesocialaudit.3.TheyshallcomeintoforceonthedateoftheirpublicationintheofficialGazette.
II.ConstitutionofSocialAuditunil:-
FortheimplementationofSocialAuditbyGramSabhasanindependentsocietywouldbeformedconsistingofsuchfacilitatorsonsuchtermsandconditionsasitdeemsfit.TheentireSocialAuditDirectoratewillfunctionunderthebye-lawprovisionsofthesocietytoberegisteredundertheSocietiesRegistrationact1960andalsothedirectionsandguidelinesissuedbyGovernmentofIndiaandGovernmentofKarnatakafromtimetotime.
 
1.Director2.JointDirector3.StateResourcepersons4.DistrictResourcepersons5.TalukResourcepersons6.GramPanchayatresourceHeadoftheOrganization.ToassistDirector.(Ondeputation/Retd.,persons)4innumber.30Resourcepersons(OneforeachDistrict).Oneresourcepersonfor12GramPanchayats.2to5resourcepersonsforeachGramPanchayatdependingonnumberofWorks,thenumberofpersonswillbenotifiedbytheDirector.AretiredallIndiaServicePerson/aretiredselectiongradecivilservantofStateServiceshallbetheheadofthesocialaudit.
III.DutiesandResponsibilitiesofOfficersandstaffofSocialAuditUnit:-1.DIRECTOR
Tomanagedaytodayfunctioningofthesociety.Toensurethatallpolicyleveldecisionsrelatedtothesocietyareimplemented.Undertakeallactivitiesnecessarytofulfilltheobjectiveandvisionofthesociety.UndertakeallactivitiesnecessarytofulfilltheProvisionsofMGNREGSAuditofSchemesRules,2011.ToframeanannualcalendartoconductatleastoneSocialAuditineachGramPanchayateverysixmonthsatthebeginningoftheyearandacopyofthecalendarwillbesenttoallDPCformakingnecessaryarrangements.TooverseeandresponsibleforeveryaspectsofSocialAuditoftheNGREAintheentireState.TorecruitStaff,awardconsultingcontractsandincurnecessaryexpenditurestomanagethedaytodayaffairsoftheDirectorate.Totakedisciplinaryactionoverstaffasperthecontractrulesoranyotherrulesapplicable.ResponsibletotakefollowupactionbasedonthefindingsoftheSocialAudit.Tocreateresourcebaseforconductingsocialaudits.ToassisttheStateEmploymentCounciltomonitortheactiontakenonSocialAuditandprepareactiontakenreporttoincorporateintheannualreporttobeplacedbeforetheStateLegislative.ToprepareasummaryoffindingsofsocialauditsconductedduringfinancialyeartobesubmittedfromtheStateGovernmenttoCAGofIndia.

3.STATERESOURCEPERSONS.
ToassisttheDirector/JointDirectorindischargeoftheirduties.TooverseeandresponsibleforeveryaspectsoftheSocialAuditprocessfromdevelopingtheSocialAuditscheduletomonitoringthefollowupofissuesidentifiedthroughthesocialauditintheirrespectiveregions.TomonitorDistrictandTalukResourcepersonsworkintheirrespectiveregions.Todevelopandsubmitreportsonthesocialauditintheirrespectiveregions.Toreportandconductinvestigationsincaseofanylapsesinthesocialauditprocesstheirrespectiveregions.ToliaisewithofficialsondifferentaspectsoftheSocialauditprocessintheirrespectiveregions.ToprepareasummaryoffindingofSocialauditsconductedduringfinancialyearoftherespectiveregions.Tomonitortheactiontakenonthesocialauditandpreparesocialauditreportoftherespectiveregions.Toundertakeanyotherrelevantadministrativefunctions.
 
4.DISTRICTRESOURCEPERSONS.
ToassisttheStateResourcepersonsindischargeoftheirduties.Tofacilitateandconductsocialauditsintheallolteddistricts.Tooverseeandresponsibleforeveryaspectofsocialauditprocessfromdevelopingthesocialauditscheduletomonitoringtofollowupofissuesidentifiedthroughthesocialauditintheallolteddistricts.TomonitorTalukResourcepersonsworkinalloltedDistricts.ToprepareasummaryoffindingsofsocialauditsconductedduringfinancialyearoftherespectiveDistrict.TomonitortheactiontakenonthesocialauditandprepareactiontakenreportoftherespectiveDistrict.TodevelopandsubmitreportsonSocialAuditinthealloltedDistrict.Hostthesocialauditreportsincludingactiontakenreportinthepublicdomain.Anyotheradministrativeresponsibilitiesentrustedbysuperiors.
5.TALUKRESOURCEPERSONS
ToassisttheDistrictResourcePersonindischargeofhisduties.TofacilitateandconductsocialauditinGPincludingraisingawarenessonNREGAatthevillagelevel.TofacilitatepresentingtheSocialAuditfindingsinGramaSabhaandpublichearings.WritingsocialauditreportsandensuringfollowuponfindingsfromtheSocialauditreports.FacilitatingtheworksofGPresourcepersonsandconsolidatingtheirfindingsandplacingitbeforeGramaSabha.FacilitatingtrainingofGPResourcepersons.Toprepareasummaryoffindingofsocialauditsconductedduringfinancialyearoftherespectivetaluk.Tomonitortheactiontakenonthesocialauditandprepareactiontakenreportoftherespectivetaluk.TomobilizethepeopletocomeforthesocialauditGramaSabha.Anyotheradministrativeresponsibilitiesentrustedbythesuperiors.
6.GRAMAPANCHAYATHRESOURCEPERSONS.
MobilizationofwageseekersandthevillagecommunityforsocialAuditprocessusingslogans,songsetcraisingawarenessonNREGAatvillagelevel.Alongwithprimarystakeholdersshallverify-a)TheMusterRoll,EntryandPaymentsmadeinthespecifiedtimeperiod,bycontactingthewageseekerswhosenamesareenteredinsuchmusterroll.b)Theworksiteandaccessthequantitywithreferencetorecordsandalsoqualityofworkdone.c)Thecashbook,bankstatementandotherfinancialrecordtoverifythequalityofworkdone.d)Theinvoice,bills,vouchersandotherrelatedrecordsusedforprocurementofmaterialstotestifysuchprocurementaspertheestimate,asperprocurementlaiddownandwaseconomicalfulfilmentoftheRightsandEntitlementsofLabourersandproperutilizationoffunds.e)Anyotherpaymentsmadebyimplementingagency.CollectingevidenceandfillinguptheSocialauditformat.PresentingthefindingofSocialauditintheGramaSabha.CreatingawarenessamongLabourersabouttheirrightsandentitlementsundertheAct.
7.ROLE&RESPONSIBILITYOFDISTRICTPROGRAMMECO-ORDINATORANDEX-OFFICIOCHIEFEXECUTIVEOFFICERATDISTRICTLEVEL:
a)TomakenecessaryarrangementstoconductatleastonesocialauditineachGPeverymonthonreceiptofcopyofannualcalendartoconductsocialauditbytheDirectorofMGNREGA.
